城市治理现代化与经济高质量的耦合与互促

摘要:
城市经济走高质量发展之路是未 来城市发展的必然,城市治理能力现代化 是城市持续发展的基本保障,二者的耦合 协调程度决定了一个城市发展的未来走向。 通过构建城市治理能力现代化与城市经济 高质量发展综合评价指标体系,对30 个省 份城市治理能力现代化与城市经济高质量 发展的耦合协调水平进行了评价,利用 PVAR模型对二者的互动关系进行了深入分 析,并选择双向固定空间面板杜宾模型分 析二者耦合协调是否存在空间溢出效应。 研究发现,目前我国城市治理能力现代化 与城市经济高质量发展的耦合协调水平总 体不高,分区域看东部的耦合协调水平最 高、中西部协调水平较低;历史的看,城 市治理能力现代化与城市经济高质量发展 不但依赖于自身发展惯性,而且二者之间 存在明显的互促效应,相较而言,城市治 理能力现代化对城市经济高质量发展的推 动作用更加突出。从空间效应看,二者的 耦合协调水平不但存在空间溢出效应,而 且具有高—高和低—低的集聚特征,表明 空间相邻的省份间具有示范与学习效应及 同群集聚效应。这些研究结论对调整城市 经济发展与治理能力提升提供了新思路, 为未来各区域协调发展建立差异化策略提 供了依据。

Abstract:
The relentless pursuit of high-quality economic development in cities stands as an inexorable and inevitable trajectory for the future progression and evolution of urban landscapes. This ambition embodies a profound commitment to fostering sustainable, resilient, and inclusive growth patterns that prioritize not just economic expansion but also environmental stewardship, social equity, and technological innovation. In parallel, the modernization of urban governance capacity emerges as a cornerstone and fundamental guarantee for the sustained and vibrant development of urban centers. It entails the refinement and enhancement of administrative frameworks, policy-making processes, and public service delivery mechanisms to ensure efficient, transparent, and citizen-centric governance. The intricate interplay and the degree of coupling and coordination between these two pivotal facets—highquality economic development and urban governance modernization—determine the trajectory and velocity of a city’s progress. They are interwoven threads in the fabric of urban prosperity, each reinforcing the other in a symbiotic relationship that can propel cities towards greater heights of success and well-being. To gain a nuanced understanding of this dynamic duo, this study meticulously constructs a comprehensive and multi-faceted evaluation index system. This system is designed to assess the level of coupling and coordination between the modernization of urban governance capacity and high-quality economic development across a diverse array of 30 provinces in China. By leveraging a rigorous analytical framework, the study aims to illuminate the complex interactions and interdependencies that underpin these two domains. Furthermore, the study delves deeper into the interactive relationship between urban governance modernization and high-quality economic development through the sophisticated application of the Panel Vector Autoregression (PVAR) model. This advanced statistical tool enables the exploration of the temporal dynamics and causal links between the two variables, providing insights into their mutual influence and reinforcement over time. In addition to the temporal analysis, the study also selects the two-way fixed-effects Spatial Durbin Model (SDM) to scrutinize the existence of a spatial spillover effect in the coupling and coordination of these two facets. The SDM framework incorporates spatial dependencies and interactions, recognizing that the phenomena observed in one province may have spillover effects on neighboring provinces. This spatial perspective enriches the analysis by acknowledging the interconnectedness of urban development across regions. The research findings reveal a fascinating landscape. On the whole, the current level of coupling and coordination between the modernization of urban governance capacity and high-quality economic development in China is not high, suggesting ample room for improvement and optimization. This observation underscores the importance of concerted efforts and strategic interventions to strengthen the synergies between these two domains. From a regional perspective, the study highlights intriguing disparities. The eastern region of China exhibits the highest level of coupling and coordination, reflecting its advanced urban governance structures and robust economic foundations. In contrast, the central and western regions demonstrate relatively lower levels, indicating potential challenges and obstacles that hinder their progress in this arena. These regional variations suggest the need for tailored and differentiated strategies to address the unique needs and contexts of different provinces. Historically, the modernization of urban governance capacity and high-qualityeconomic development not only rely on their respective inertia and internal dynamics but also exhibit a notable and mutually beneficial promotion effect. This interdependence underscores the importance of holistic and integrated approaches to urban development that recognize the interconnectedness of governance and economic growth. In comparison, the driving force of the modernization of urban governance capacity on high-quality economic development is more prominent, emphasizing the pivotal role of effective governance in fostering economic vitality. In terms of spatial effects, the study reveals that the level of coupling and coordination between urban governance modernization and high-quality economic development exhibits not only a spatial spillover effect but also displays characteristics of high-high and low-low agglomeration. This spatial autocorrelation indicates that spatially adjacent provinces exhibit demonstration and learning effects, as well as peer agglomeration effects. Provinces with strong coupling and coordination tend to cluster together, creating a virtuous circle of progress and improvement. Conversely, provinces with weaker performance also tend to cluster, perpetuating a cycle of underdevelopment. These findings offer new insights and perspectives for adjusting urban economic development strategies and enhancing governance capacity. They provide a robust basis for establishing differentiated and tailored strategies for the coordinated development of various regions in the future. By recognizing the interdependencies and spatial dynamics at play, policymakers can design more effective and impactful interventions that harness the synergies between urban governance modernization and high-quality economic development, ultimately paving the way for more prosperous, equitable, and sustainable urban futures.
