关于人居环境空间安全规划设计的研究分析

摘要:
在总体国家安全观的指导下,基于人居环 境空间安全的规划设计在构建国家安全体系中扮演 着关键角色,并日益成为跨学科领域学者们关注的 热点问题。为进一步了解近30 年来在人居安全视 角下的规划设计研究动态,本文选取了1996—2024 年Web of Science (WOS) TM核心合集数据库中 的2297 篇英文文献和中国知网(CNKI)数据库中 的235 篇中文文献作为样本,通过点(热点问题) —线(发展路径)—面(关键研究学科领域)的视 角,分析了关于人居环境空间安全的规划设计研究 进展、热点领域以及各学科的研究趋势,探讨规划 设计学科应对国家安全领域的未来研究发展方向。 研究发现,第一,人居环境空间安全规划设计是综 合社会、经济、生态和文化多维度概念,旨在创造 和谐共生、和睦社会关系及可持续经济文化的安全 环境;第二,五大学科体系中有15 个学科与基于 人居环境空间安全的规划设计研究呈现显著关联 性;第三,我国在人居环境空间安全规划设计研究 中,尽管顺应了总体国家安全观,但就规划学科在 国家安全领域的定位需要进一步探讨。因此,规划 设计学科的研究应加强交叉学科合作,建构基于人 居环境安全的规划设计理论体系,促进规划设计研 究对人居环境安全更深层次、更宽领域的理解与改 善,能进一步完善国家安全体系构建。

Research and analysis on the spatial safety planning and design of human settlementenvironment

Abstract:
Under the strategic framework of the Overall National Security Outlook—a core guideline that guides China’s efforts in safeguarding national stability, improving people’s well-being, and promoting high-quality development—the human settlement environment carries dual significance: it is not only a physical space for residents’ daily life, work, and leisure but also a key carrier supporting human survival, social progress, and national development. Thus, the scientific planning of its spatial security directly relates to tangible interests such as citizens’ living safety, quality of life, and sense of security; it also impacts the smooth operation of urban-rural social order (including public order maintenance, emergency response efficiency, and community governance effectiveness) and even the longterm stability of the country. In the process of building a comprehensive, multi-dimensional national security system that covers politics, economy, ecology, and society, this type of planning plays an irreplaceable fundamental role, acting as a “spatial barrier” for security, and holds crucial strategic value in connecting individual well-being with national security. However, with the interweaving and superimposition of various risks in the process of globalization, such as natural disasters, public health emergencies, and the imbalance of spatial resources, the issue of spatial security in the human settlement environment has transcended the boundaries of a single discipline. It has gradually become a cutting-edge focus of attention among scholars in multiple fields, including urban and rural planning, geography, ecology, sociology, and public security. The demand for interdisciplinary research collaboration and theoretical innovation has become increasingly urgent. To systematically grasp the research trends, key achievements, and existing gaps in planning and design from the perspective of human settlement security over the past 30 years, this paper carefully selects research samples from two authoritative academic databases. Specifically, it includes 2 297 English literatures retrieved from Web of Science (WOS) TM Core Collection, a globally recognized authoritative database that covers high-quality academic resources in multiple disciplines, and 235 Chinese literatures sourced from China National Knowledge Infrastructure (CNKI), the most influential and comprehensive Chinese academic database in China, which can accurately reflect the development status, research characteristics, and practical needs of domestic studies in this field. From the perspective of “point (hot issues) - line (development path)-surface (key research disciplines)”, it analyzes the research progress, hot fields, and research trends of various disciplines in the planning and design of human settlement spatial security, and discusses the future research and development direction of the planning and design discipline in response to the field of national security. The research has identified three key findings. 1)The planning and design of human settlement spatial security is not a technical issue in a single dimension, but a comprehensive concept integrating society,economy, ecology, and culture. Centered on key themes such as urban security, ecological security pattern, climate change, and marine protected area management, in-depth academic research and practical discussions have been carried out in this field, with the ultimate goal of creating a safe living environment featuring harmonious coexistence between humans and nature, harmonious interpersonal and social relations, and sustainable economic and cultural development. 2)According to China’s disciplinary classification standard National Standard of the People's Republic of China - Disciplinary Classification and Codes (GB/T 13745-2009), among the five major disciplinary systems (natural sciences, agricultural sciences, medical sciences, engineering and technological sciences, and humanities and social sciences), 15 disciplines (earth sciences, biology, forestry, preventive medicine and hygiene, surveying and mapping science and technology, electronic communication and automatic control technology, computer science and technology, civil engineering and architecture, hydraulic engineering, transportation engineering, environmental science and technology, management science, economics, sociology, and food science and technology) show a significant correlation with the research on planning and design based on human settlement spatial security. This precisely confirms the development trend of multi-disciplinary collaboration in the planning and design of human settlement security. 3) The research on the planning and design of human settlement spatial security in China has actively complied with the strategic requirements of the Overall National Security Outlook. The specific manifestations are as follows: the concept of “safety first” has been clearly integrated into the territorial spatial planning system, the spatial response to national strategies such as food security, energy security, and ecological security has been strengthened, and the research focus has shifted from “passive response to security issues” to “proactive construction of safe space”. However, at the same time, the positioning of the planning discipline in the field of national security still needs to be further clarified, and the unique value of the planning discipline in the national security system has not been fully exerted. Therefore, the research in the planning and design discipline should strengthen interdisciplinary cooperation, construct a planning and design theoretical system based on human settlement security, promote a deeper and broader understanding and improvement of human settlement security through planning and design research, and further improve the construction of the national security system.
