文化IP视域下我国乡村振兴特征与实现路径*

摘要:
通过文化IP打造乡村地域特征对新时 期乡村振兴的经济发展、文化复兴、社会稳定 具有重要的现实意义。本文采用比较分析法对 英国、美国、日本、和中国的4个不同乡村发展案 例,从环境营造、文化复兴和产业升级三方面进 行了重点解析,发现适合的文化IP创建均源自于 乡村地域的独特历史文化和资源禀赋,具有形 式内容多样化、文化融入全程化,和参与要素多 元化的特征。研究指出在推进乡村文化资源产 业化过程中应立足地方文化资源挖掘、凝练优 势产业、促进多元主体融合和强化顶层设计等 发展路径,以促进乡村长效振兴。

China’s Rural Revitalization Features and Realization Paths from the Perspective ofCultural IP

Abstract:
Cultural IP (Intellectual Property) refers to creative products, programs, and/or services uniquely invented and legally recognized to satisfy cultural functions or needs of the society. Although the discussion of rural revitalization started long time ago in China, it is only recently that cultural IP has begun to draw attention from both scholars and practitioners. This paper uses a comparative analysis of carefully selected representative cases in Asia, Europe and North America to conduct formal research on creation and characteristics of cultural IP in revitalizing rural areas in China. In other words, creating regional characteristics with culture IP is essential to economic development, business improvement, cultural renaissance, and social stability for today’s rural revitalization. By comparatively examining four different rural redevelopment cases in England, the United States, Japan and China from three aspects of environment creation, cultural revitalization, and industrial renovation, this study finds that creations and applications of all cultural IPs are deeply rooted in the unique history, culture and resources of local rural regions, with various practice, full immersion and diverse participation. This study points out that in order to promote and sustain rural revitalization, the suitable development paths should be based upon utilizing local cultural resources, taking advantages of leading businesses, integrating multiple creative industries, and strengthening strategic designs from the top administration. We utilize cultural IP as the central idea to explore rural revitalization under the rural redevelopment strategy based upon national identity, confidence, and pride in culture. It is critical to rely on rural cultural resources to reconstruct the value of rural civilization, expand the application of rural culture in the consumer market, and promote the growth of rural industries. The creation of rural regional identity through cultural IP can promote economic development, cultural revival and social stability in the new era of rural revitalization. Specifically, this research first compares the main policies being promulgated in China in recent years on rural revitalization of rural culture, successful experiences in China, and relevant theories of rural culture studies. Subsequently, four typical application cases of rural cultural IP representing four types of rural revitalization from different cultural themes are selected. They are the culinary theme from Ludlow, Shropshire, UK; the film theme from Telluride, Colorado, USA; the exhibition theme from Echigo Tsumago, Japan; and the study theme from Xamutang Village, China. During the comparison of the cases, the three core elements of rural revitalization, namely rural environment creation, cultural revival and industrial upgrading, are analyzed. A cross-sectional comparison of the environmental creation methods of the four cases in terms of service facilities, old buildings, and landscape uses reveals that the environmental creation based on rural cultural IP is mainly aimed at serving economic development with the characteristics of low investment, light asset and short cycle, and thus, plays a critical role for better carrying rural culture, cultural revival, and corresponding business development. Cultural industry upgrading shows that the transformation of potential cultural resources into cultural businesses and the formation of cultural entertainment and retail-assisted special cultural IP tourism are proven ways to revitalize rural regions. However, the rapid development of rural cultural industries has also led to the over-marketization problem to rural redevelopment. This paper concludes that rural revitalization under the perspective of cultural IP is characterized by diverse forms and contents. Any type of local culture and art, especially those with distinct features, could become a source of rural cultural IP. Culture IP should be integrated into the creation of the rural environment, cultural renewal and business development. Rural cultural IP projects should also reflect the characteristics of local culture and socio-economic reality from planning to implementation and from operation to maintenance. The key elements considered should correspond to the participation of various interest groups in the process of creating rural cultural IP. Also, this research highlights possible paths to rural IP for rural revitalization, and provides a strategic reference for comprehensive revitalization of China’s countryside based on exploration and utilization of unique rural culture to capture comparative advantages. Moreover, unique local cultural show-and-tell with well-planned and executed events can greatly promote and stimulate different stakeholders to participate actively in the revitalization of the countryside, while ensuring social equity for all people in the rural regions.
