在国家机构改革的背景下,部分省市
出现了住建部门单独管理城市设计的新局面。
为应对城市设计与原城乡规划分离所带来的现
实问题,管理机制如何调整尚待解决。研究通
过梳理住建部门开展工作时的具体困难,借鉴
国内外相关经验,结合西藏自治区城市设计管
理机制调整的工作实践,探索管理机制的调整
策略。研究归纳了性质定位、内容框架、实施抓
手、部门协同、技术人力五方面的改良策略,推
动管理机制的动态调整,并为其他省市开展相
关工作提供参考。 |

Explorations on the Adjustment of Urban Design Administration Mechanism Under theCondition of Institutional Reform |

Abstract: |
In 2018, the reform of party and state institutions was initiated, the Ministry of
Natural Resources was newly formed, and the urban and rural planning administration
functions, which original belongs to the Ministry of Housing and Urban-Rural Development,
were transferred to the Ministry of Natural Resources. However, the jurisdiction of urban
design administration function, which is closely related to urban and rural planning, is
transferred simultaneously or still belongs to the Ministry of Housing and Urban-Rural
Development, has not been clearly defined in this institutional reform.
In this context, the top-level relationship between the urban design authorities is
not clear, and some provinces and cities have a new work situation where the Housing
and Urban-Rural Development Department manages urban design alone. Therefore, the
existing administration mechanism, which is difficult to deal with the separation of urban
design and urban-rural planning, needs to be improved and adjusted urgently. At the same
time, traditional urban design administration has always been overlapped and bound with
statutory planning. After the institutional reform, when the Housing and Urban-Rural
Development Department taking charge of urban design work independently, a variety of
unprecedented practical difficulties will appear. It is of great significance to promote the
dynamic adjustment of the administration mechanism.
This article utilized literature analysis, case study, interview survey and other
methods to conduct research in three aspects. In the first part, this article analyses the
specific difficulties in the administration of urban design by the Housing and Urban-
Rural Development Department. The results include following four aspects: 1)in terms of
the nature of the work, the technical thinking is still limited, and the overall integration
role has not yet been played. 2)In terms of the scope of contents, there are disputes over
power of affairs, and lack of pertinence and flexibility. 3)In terms of implementation of
administration and control, departmental coordination is not smooth, and there is a lack
of direct construction tools. 4)In terms of team building, administration manpower is
insufficient, and the unofficial force replenishment mechanism has not yet been established.
In the second part, this article reviewed the experience of overseas administration
mechanism adjustment in the United States, the United Kingdom, Singapore, as well as
domestic experience in Zhejiang Province, Jiangsu Province, Chongqing Municipality andother places. It is found that five typical experiences which can be used for reference. 1) Emphasize the systematic coordination role of urban
design in the construction field. 2) Keep up with the key points of the concept transformation to adjustment work. 3)Focus on the precision
and effectiveness of the implementation path. 4) Pay attention to the statutory procedures of multi-sectoral collaboration. 5) Ensure the
participation and cooperation of the public, experts and non-official organizations. In the third part, this article summarized the work practice
of the urban design administration mechanism adjustment in Tibet Autonomous Region, which mainly includes: 1) clearly taking urban design
as the leader to integrate and coordinate various urban and rural construction work. 2) Formulate a dynamic and flexible content framework
based on the new development philosophy. 3) Explore the direct implementation mechanism which contains overall design/special action
plan/implementation project. 4) Explore the inter-department coordination mechanism based on project approval. 5) Establish an unofficial
auxiliary review mechanism in stages based on the urban chief architect system.
On the basis of the above background and analysis, in order to provide reference for other provinces and cities to carry out related work,
this article discussed the strategic direction and practical path of urban design administration mechanism adjustment from the perspective
of administrative management. The suggestions are as follows. 1) Urban design should not limited only to management and control urban
morphology, but expand own nature and connotation in accordance with the actual needs of localities, and thus become the overall planning
blueprint for urban and rural construction. 2) Urban design should change the original scope of content which is wide, comprehensive and
beyond own strength. Instead, it should closely follow the new era concept, and grasp the key links in the field of urban and rural construction
to implement precise policies. 3) The overall urban design needs to change the single translation path, which is incorporated into the territorial
and spatial planning or transformed into lower-level urban design, and then establish an implementation mechanism contains design/action/
project. 4) Urban design should be refined to the level of construction projects, and establish a coordination mechanism based on joint project
review, then transform the inter-departmental relations and clarify responsibilities. 5) Urban design work should gradually change the internal
administrative management methods, take advantages of the strength of the public, technical personnel, and third-party organizations, then
strengthen the value concept and improve the quality of management and control.
It should be pointed out that the practice in Tibet Autonomous Region involved in this article is not a complete reconstruction but a
partial optimization and improvement based on actual needs. In the future, the administration powers and responsibilities of urban design will
gradually become clear, and the administration mechanism will also be constantly updated and iterated. |
