双学科视角下国土空间低碳规划方法研究回溯与编制讨论

摘要:
随着“30·60”双碳战略的提出,探 索我国城市低碳建设途径刻不容缓。研究证 明空间规划是结构性控碳的重要手段。现行 国土空间规划体系中尚未形成低碳空间规划 技术方法及相关标准,如何通过国土空间规 划编制助力国家“30·60”双碳目标的实现, 仍然是亟待解决的重要课题。本文从国土空 间规划的前身城乡规划与土地利用规划所对 应的学科视角出发,选取两学科领域涉及低 碳研究的国内文献,通过CiteSpace软件提取 其关键词并进行可视化处理,对比分析两学 科在低碳空间规划研究进展中的阶段特征 及热点异同。提取空间碳计量方法、空间规 划要素与碳排放影响关系以及低碳空间规划 方法三个主要研究内容进行研究侧重与相应 结论的文献比对,基于两学科研究的差异性与互补性特征,整合性梳理国土空间规划体系下的低碳规划技术纳入路径与内容衔接关系,为 国土空间规划中低碳技术方法与标准制定提供参考与依据。

Backtracking and Compilation of National Territorial Spatial Low-Carbon Planning fromthe Perspective of Dual Disciplines

Abstract:
Since 2006, China has been the world’s largest carbon emitter, accounting for 27.9% of global emissions in 2019. China plays a key and irreplaceable role in global efforts to reduce emissions and combat climate change. With the introduction of the strategy of “carbon peak and carbon neutralization” by President Xi Jinping at the General Debate of the 75th Session of the UN General Assembly, it is urgent to explore the way to build and develop low-carbon city in China. Existing research have proved that reasonable spatial planning can effectively control human activities and urban construction, and can also protect and utilize the ecological environment with high quality, so as to achieve the purpose of energy conservation, CO 2 emission reduction and low-carbon development. However, the current spatial planning of national territorial system is still in the preliminary stage, and its compilation principle does not start from a low-carbon perspective. Therefore, the technical method system and relevant standards of low-carbon spatial planning have not been formed in the spatial planning of national territorial system. Therefore, it is still an important issue to be solved by integrating low-carbon spatial planning technology and methods into the preparation of national territorial spatial planning to help the realization of the national dual carbon goal of “carbon peak and carbon neutralization”. In the existing literature, the research results on low-carbon spatial planning are rich and the conclusions are mature, but they are mainly carried out from the two disciplines of urban and rural planning and land use planning, the predecessor of national territorial spatial planning, and cannot be applied to the current national territorial spatial planning compilation system. Therefore, it is necessary to combing and summarize the research perspectives and contents of the two disciplines on low-carbon spatial planning, and finally integrate the framework and technical methods of low-carbon spatial planning in the spatial planning of national territorial. Firstly, this paper selects the domestic core journal literature related to low-carbon spatial planning in the fields of urban and rural planning and land use planning, and uses CiteSpace software to extract its keywords and carry out visual processing. Through comparison, this paper analyzes the stage characteristics and hot spots of urban and rural planning and land use planning in the research progress of low-carbon spatial planning. The analysis shows that the research on low-carbon spatial planning in urban and rural planning and land use planning can be divided into preliminary period, hot period and deepening period; the research focus of urban and rural planning on low-carbon spatial planning mainly focuses on urban space and built-up area spatial environment, while the research focus of land use planning focuses on seeking the optimal land use model under the guidance of low-carbon. By summarizing the hot spots data and literature, this paper divides the research contents of urban and rural planning and land use planning on low-carbon spatial planning into three main aspects: spatial carbon measurement method, the relationship between spatial planning elements and carbon emission, and low-carbon spatial planning method. By comparing analysis, the research emphases and corresponding conclusions of the two disciplines in the three aspects are obtained, the conclusions are as follows:1) in terms of spatial carbon measurement, the discipline of land use planning is better at the macro measurement method of the whole regional land space, while the discipline of urban and rural planning is better at the functional zoning scale and block scale carbon measurement method in the urban construction space. 2) In the research on the impact mechanism, the discipline of land use planning mainly focuses on the relationship between spatial factors such as land scale and form and carbon emission at the regional scale; the discipline of urban and rural planning focuses on the impact of integrated planning elements and single functional planning elements on carbon emissions at the urban scale.3) In terms of low-carbon spatial planning methods, the discipline of land use planning mainly studies the land resource allocation mode and land development mode under the optimal efficiency and low-carbon constraints, while the discipline of urban and rural planning focuses on the summary and application of the laws of urban spatial development and human activities from the perspective of low-carbon. Finally, based on the differences and complementarities of the two disciplines, this paper discusses the specific compilation ideas of implementing low-carbon spatial planning in the process of national territorial spatial planning compilation system. On the one hand, this paper combs the integration path of low-carbon planning technology and methods under the national territorial spatial planning system. The low- carbon spatial planning technology system is summarized into four dimensions: spatial carbon measurement, low-carbon planning objectives, spatial pattern low-carbon optimization and low-carbon planning evaluation, which are connected with five process stages of national territorial spatial planning: current situation evaluation, positioning objectives, spatial layout, element allocation and implementation evaluation. On the other hand, based on the research focus and advantages of low-carbon spatial planning in dual discipline, this paper discusses the application and optimization of the specific preparation methods of the above four dimensions of low-carbon spatial planning system in the preparation of national territorial spatial planning. It provides reference and basis for the formulation of planning technical methods and standards for the implementation of low-carbon space in the national territorial spatial planning.
