| 摘要: |
| 由于我国现行的城市规划体系缺乏
弹性，蓝图式规划与规划具体实施过程之间
的矛盾一直较为突出。本文提出城市空地规
划并具体说明空地规划的内涵、类型、意义、
布局方法、实施机制与设计原则，希冀建立
城市规划刚性之外的弹性机制、用地功能固
定框架之外的适时补充和调整机制以及蓝
图式规划与实施悖论中的缓冲机制，随城市
发展“城市空地”动态流变，进退有序。 |

| Due to a lack of flexibility for current urban planning system,the contradiction?
between the blueprint planning and the planning implementation is always prominent.This paper?
proposes the vacant urban land planning and specifi es the meaning, signifi cance,layout method,?
implementation mechanisms,and design principles.It’s expected that it should establish control?
mechanisms including the fl exibility mechanisms besides the rigid urban planning mechanism,?
the timely supplement and adjustment mechanism outside the fi xed framework of the land use?
functions,the buffering mechanism between the blueprint planning and implementation.The?
mechanism should change with the development of vacant urban land dynamically. |
