| 都市圈是当前我国城市化发
达地区的重要城镇空间组织形式之一。
西安都市圈作为我国发展条件最好、
经济人口承载力最强的西北地区经济
中心,在建设社会主义现代化国家和
构建新发展格局中具有重要地位。随
着其核心地位的确立,西安市对咸阳、
渭南、铜川等相邻区县在经济和人口
等领域的影响力逐渐加强,各要素间
的联系也变得更为紧密。职能结构影
响空间分布与区域协调发展,因此研
究其职能结构时空演进特征对区域协
调发展具有重要研究价值。本文基于
利用五普、六普、七普统计数据,通
过融合“职能规模、职能强度与职能
结构演变”三维视角,分析西安都市
圈近三十年的职能结构特征。研究发
现:其职能规模等级结构由纺锤型逐
渐演化为金字塔型;职能强度演变呈
现出核心区与外围差异,突出了核心
区的优势地位及政策嵌入影响;在空
间上表现为“ 单核强聚集” 向“ 单
核—圈层—辐射区”的演变趋势;产
业分工体系开始形成, 在空间上形
成“外二内三”的布局特征。最后基
于分析结果,在空间、产业、治理等
层面提出西安都市圈职能结构优化的
路径,可为都市圈职能结构优化与跨
区域协同发展提供参考。 |

| With the advancement of regional economic integration, metropolitan areas centered on
megacities have emerged as pivotal drivers for comprehensive socio-economic development and crucial
spatial organizational forms in China’s highly urbanized regions. As the economic hub with the most
favorable development conditions and strongest economic-population carrying capacity in Northwest China,
the Xi’an Metropolitan Circle plays a strategic role in promoting socialist modernization and establishing
new development paradigms. The consolidation of its core status has progressively enhanced Xi'an City’s
influence over adjacent districts and counties (Xianyang, Weinan, Tongchuan) in economic and
demographic domains, intensifying interconnectedness among various regional elements. Distinct from
eastern metropolitan circles like the Yangtze River Delta, the Xi’an Metropolitan Circle exhibits localized
developmental characteristics typical of western China. Given the critical impact of functional structures on
spatial distribution and regional coordinated development, coupled with its unique research subject
attributes, investigating the spatiotemporal evolution of its functional structure holds significant academic
value for fostering regional synergy. This study employs statistical data from the Fifth, Sixth, and Seventh
National Population Censuses, integrating a three-dimensional analytical framework encompassing
“functional scale, functional intensity, and functional structure evolution” to examine the functional
characteristics of the Xi’an Metropolitan Circle over the past three decades. Key findings include: 1)
functional scale: The hierarchical structure transitions from spindle-shaped to pyramid-shaped; 2) functional
intensity: core-periphery differentiation influenced by policy shifts highlights the dominance of core areas
and reflects policy embeddedness in evolutionary processes; 3) spatial configuration: an evolutionary
trajectory from “monocentric strong agglomeration” to a “monocentric-circular-radiation zone” spatial
pattern; 4) industrial structure: an emerging division system exhibits a spatial layout characterized by
“secondary industries in peripheral zones and tertiary industries in core areas,” demonstrating hierarchical
spatial differentiation of “lower-external and higher-internal” industrial tiers. Based on these findings, a
tripartite “Space-Industry-Governance” strategy system is proposed: 1)spatial optimization: strengthen
functional complementarity between core and peripheral areas, leverage the core’s catalytic role in
constructing a polycentric pattern, and promote balanced development through functional decentralization
and relocation. 2) industrial restructuring: advance localized industrial chain development, optimize vertical
integration systems, and enhance industrial park clustering while aligning with existing spatial distribution
features. 3) governance innovation: refine cross-regional coordination mechanisms through fiscal policies
and digital technologies, focusing on “boundary-breaking integration” and “symbiotic development” to
narrow regional disparities and optimize governance frameworks. This research contributes theoretical and
practical insights in three dimensions 1)methodologically, it extends metropolitan functional analysis
through multidimensional integration; 2)empirically, it reveals the unique evolutionary logic of western
Chinese metropolitan areas under dual market-governmental drivers; 3)practically, it provides policy
references for optimizing functional structures and achieving cross-regional coordination in developing
economies. The outcomes offer actionable guidance for advancing high-quality development in China’s
western regions and refining metropolitan spatial governance paradigms. |
