面向城市高温治理提升的城市体检评估机制研究

摘要:
高温热浪与热岛效应叠加 已成为制约城市高质量发展的关键 问题。本文指出国土空间开发与城 市高温韧性失调的根源在于气候适 应理念薄弱、策略路径模糊、应对 不确定性能力不足及部门协同机制 欠缺。城市体检评估制度以过程导 向、因地制宜、部门协同为核心, 可将高温治理理念深度融入国土空 间规划。研究提出从高温格局、成 因、脆弱性及风险管控能力等维度 构建指标体系,通过多尺度对比精 准识别问题、关键要素及责任主体。 最后,建立体检评估与国土空间规 划的衔接机制,确保高温治理要求 在各级规划及项目中有效传导,为 提升我国城市高温治理能力提供理 论技术支撑。

Research on city examination & evaluation for improved urban heat governance

Abstract:
Under the context of global climate change, the urban heat problem exacerbated by the coupling and superposition of heat waves and the heat island effect has become increasingly severe. This situation poses significant impacts on residents’ health, energy load, quality of life, and economic development, emerging as a critical factor constraining the high-quality development of cities in the new era. The city examination and evaluation scheme, an innovative practice of city governance under the Chinese model, serves as a vital means for systematically diagnosing, periodically adjusting, and dynamically optimizing the quality of the human settlements, providing new perspectives for optimizing the paths of urban heat governance. By leveraging the power of the city examination & evaluation scheme, it may comprehensively evaluate the current state of urban climate change, identify shortcomings in urban heat governance, and systematically address the urban heat problem by integrating the entire process of urban planning, construction, and management. However, given that the national territorial spatial planning system is still in its initial stages of establishment and China’s climate adaptation system remains inadequate, the current city examination and evaluation scheme aimed at enhancing urban heat governance lacks in-depth theoretical exploration and urgently requires further research at both technical and methodological levels. To innovate urban heat management models and clarify the dilemmas faced by traditional spatial planning systems in managing urban heat, this paper intends to deeply integrate theories and methods from relevant disciplines such as urban planning, urban climatology, public administration, and geography. It aims to refine the theory of city examination and evaluation scheme for enhancing urban heat governance, explore the internal logic, specific pathways, technical methods, and workflow for integrating multi-scale, refined, and differentiated urban heat governance needs into the national territorial spatial planning system. On one hand, it fully draws on international cutting-edge practical experiences to integrate core contents and key links such as the scientific foundations, objectives and measures, implementation and monitoring, and evaluation and assessment of urban heat mitigation and adaptation, thereby refining the city examination and evaluation scheme for enhancing urban heat governance. On the other hand, it comprehensively leverages the institutional advantages of China’s city examination and evaluation scheme and transforms them into governance efficacy, emphasizing the importance of urban heat governance concepts and objectives in the value orientation and top-level frame, and coordinating the entire process of planning, construction, and management for enhanced urban heat governance.
