规划方案作为相关利益主体价值观的
直接体现,应当在规划评估中予以重视。基于
城乡规划的公共政策属性,采用S-CAD政策评
估方法,以陕西省佳县的《新型城镇化与城乡
统筹规划》文本为例,选取规划编制与实施主
体——政府作为主导视角,对规划文本的内容
进行解构,在此基础上进行规划立场、目标、手
段与预期结果的一致性、充要性与依赖性分析。
研究发现:一、该规划文本自身的逻辑性较强,
各个环节存在基本的对应关系;二、规划文本当
中对于产业发展以及由此带来的人口问题、基
础设施与公共服务设施问题的解决方案描述较
多,对于生态环境保护、交通环境改善以及人口
流动的实质性解决方案相对较少,逻辑上存在一
定的漏洞,需进一步完善逻辑链条。基于此,提出建立城乡规划全过程评估体系及重视多元利益主体协调关系的建议,以期为相关规划的编制
与评估工作提供参考。 |

Study on the evaluation of county new urbanization development planning based on theS-CAD method: Taking Jia County, Shaanxi Province as an example |

Abstract: |
The relationship between urban and rural areas in China has undergone a transformation
from urban-rural duality to urban-rural overall planning, urban-rural integration, and then to
urban-rural integrated development. With the successful completion of the poverty alleviation task,
China’s new urbanization development is moving towards higher quality in the new era. The county
seat is a key link in China’s urban system that links cities and rural areas. As a national policy,
the new urbanization and coordinated development of urban and rural areas in the county seat is a
manifestation of national intentions. In the implementation of new urbanization, the focus of work
has long been on large cities or rural areas, while the county-level urbanization work as a transitional
zone between the two is relatively lagging. Currently, based on the importance of policies and the
objectivity of existing problems, it is necessary to evaluate the preparation and implementation of
relevant plans to ensure the smooth progress of the new urbanization.
Previous research results have laid a good foundation for this article. However, there are still
two shortcomings. One is that most of the existing research on county urbanization focuses on
its development model and path issues, while only a few scholars have evaluated the development
level and quality of county urbanization. The second is that in relevant evaluation studies, the
attention paid to the planning text is not high, and more attention is paid to the evaluation of the
implementation effect of the plan. Given this, this article combines previous research results and
introduces the “S-CAD” evaluation method to evaluate the planning text from different perspectives
of dominant and related perspectives, to provide a reference for the development of county
urbanization and related planning.
As a direct manifestation of the values of relevant stakeholders, planning schemes should be
valued in planning evaluation. Based on the public policy attributes of urban and rural planning,
using the S-CAD policy evaluation method, taking the text of “New Urbanization and Urban-Rural
Overall Planning” in Jiaxian County, Shaanxi Province as an example, selecting the government as
the main body of planning preparation and implementation as the leading perspective, deconstructs
the content of the planning text, and analyzes the consistency, adequacy, and dependency of the
planning stance, objectives, means, and expected results. The study found that: 1) the planning
text itself has a strong logic, and there are basic corresponding relationships between each link; 2)
in the planning text, there are many descriptions of solutions for industrial development and the
resulting population issues, infrastructure, and public service facilities, while there are relatively
few substantive solutions for ecological environment protection, transportation environment
improvement, and population mobility. There are certain logical loopholes, and the logical chain needs to be further improved. Based on this, in the current
context of territorial spatial planning, the corresponding relationship between various planning objectives, positioning, and content needs to be considered in
the process of “multi planning in one”, and the work of various departments also needs to be effectively connected. In this process, it is necessary to evaluate
the rationality of various planning preparation and the practicality of implementation. The establishment of an entire process evaluation system for urban and
rural planning based on the dual orientation of issues and objectives, namely, “pre-evaluation-planning scheme evaluation-planning implementation results/
effectiveness evaluation”, brooks no delay. In addition, attention needs to be paid to coordinating the interests of all parties in the planning process. First, it is
necessary to design the system for planning implementation. Second, it is necessary to establish a rural-level governance system, strengthen the enthusiasm
of villagers to participate in village governance, and improve public participation in the implementation of the plan. Third, we should cultivate “leaders” in
rural development and actively explore the system of rural planners.
China’s urban and rural planning evaluation has long attached importance to the evaluation of planning effectiveness while ignoring the evaluation
of planning texts, and the evaluation methods are mostly qualitative description and subjective evaluation, with less attention paid to the coordination of
quantitative measurement and multiple stakeholders. The S-CAD policy evaluation method quantifies all aspects of policy formulation and provides a
dynamic evaluation mechanism, which has a certain degree of prediction for the implementation of future policies. Therefore, it is necessary to introduce it
into the evaluation of planning texts, combining existing qualitative evaluation methods, to provide a basis for formulating, implementing, and modifying
urban and rural planning as public policies. |
