城镇空间紧凑度对碳排放的影响研究 ——以长兴县为例

“双碳”目标为城市发展提供了新方向。 紧凑布局是大城市控碳减排的主要策略,这一 策略对于县域城镇空间是否适用还需进一步探 讨。本研究以浙江省长兴县为例,构建紧凑度综 合评价体系,采用熵值法测度2009—2018年的 城镇空间紧凑度,判断紧凑度对碳排放是否存在 独立作用,并基于测度结果分析了紧凑度对碳排 放的影响。结果表明:城镇空间紧凑度与碳排放 量均呈现增速逐年放缓的增长态势。在控制变 量的情况下,紧凑度对碳排放存在正向作用。经 济紧凑度、土地利用紧凑度、基础设施紧凑度的 增加使碳排放增加,人口紧凑度、经济紧凑度、 基础设施紧凑度和生态环境协同度增加会降 低碳排放强度。由于长兴县处于快速城镇化阶 段,经济发展以碳排放作为支撑,城镇空间紧凑 度促进碳排放,但碳排放强度呈下降趋势,碳排放的经济效益增加,紧凑发展同样适用于县域城镇空间。基于以上结论,本研究提出长兴县城 镇空间的紧凑规划策略,为其他县级城市的低碳建设提供借鉴。

Research on the Impact of Town Space Compactness on Carbon Emissions: Taking Changxing County as an Example

Abstract:
In response to climate change, China published the 14th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of the 2035 Vision in 2021. Then proposed to formulate an action program to peak carbon emissions by 2030 and promote the construction of low-carbon cities. The carbon peaking and carbon neutratity targets provide a new direction for urban development. Compact layout is one of the main strategies for carbon control and emission reduction in large cities, but whether it is applicable to county town space needs to be further explored. This research takes the town space of Changxing County, Zhejiang Province as an example, focuses on functional as well as morphological compactness, and constructs a comprehensive evaluation system of compactness from five dimensions, namely, population compactness, economic compactness, land use compactness, infrastructure compactness, and ecological and environmental synergy. Then adopts the entropy method to measure the town space compactness from 2009 to 2018, to determine whether there is an independent effect of compactness on carbon emissions. The impacts of compactness on carbon emissions are analyzed based on the measurement. The results show that: 1) The town space compactness in Changxing County shows an overall trend of growth, and the growth rate slows down after 2015. At the beginning of the research period, all kinds of elements rapidly gathered to the town space. Thereafter, the population growth tends to stabilize, infrastructures and land use reach a certain scale, the aggregation of factors slows down, the economic compactness continues to increase, and the growth rate of town space compactness shows a slowing trend. 2)Carbon emissions in town space as a whole present the trend of decreasing and then increasing, and the growth rate gradually slows down. Carbon emissions in non-town space is consistent with the growth trend of that in town space, but the overall level is lower than that of town space. The agglomeration of elements gradually increases the difference between carbon emissions from non-town space and town space, and town space becomes the main source of carbon emissions in the county. However, carbon intensity is decreasing year by year, indicating that the carbon emissions per unit of GDP is decreasing after technological progress and industrial structure adjustment, and the low-carbon strategies has got certain achievements. 3) The town space compactness has a positive effect on carbon emissions, and they are still positively correlated when the three affecting factors, namely energy intensity, population size and economic development, are taken as control variables. The increase of economy, land use, and infrastructure compactness promotes carbon emissions, while the increase of population, economy, infrastructure compactness, and ecological and environmental synergy reduces carbon intensity. 4) Since Changxing County is in the stage of rapid urbanization and economic development is supported by carbon emissions. Town space compactness promotes carbon emissions, but carbon intensity is on a decreasing trend, and the economic benefit of carbon emissions increases. The results indicates that compact development is also applicable to county town space. Based on the above conclusions, this research proposes compact planning strategies for town space in Changxing County and provides a reference for low-carbon planning in other counties. As a rapidly growing county, Changxing County needs to support its growth through energy consumption. The aggregation of elements increases the town space compactness and promotes the production of carbon emissions, while the reduction of carbon intensity indicates that carbon emissions produce higher economic benefits, which is in line with the future development goals. Combined with the development pattern of large cities, the concentration of elements will play a role in reducing carbon emissions after the construction of Changxing County is basically completed and the town space is in order. In the current stage, Changxing County is advised to adopt the planning strategies for balancing functional and morphological compactness. The main secondary and tertiary industries can be centrally laid out in the town space, so as to improve the transportation efficiency to reduce the traffic carbon emissions, meanwhile to promote the economic development of the county through the agglomeration effect. The land use intensity and output efficiency in town space should be improved, and priority should be given to revitalizing the stock land and low utility land. The functions and modes of land use should be enriched, and a fair layout of functions and facilities should be realized to optimize the land use equilibrium degree. Infrastructure construction can be carried out and relevant land reserved in combination with the trend of population gathering and the positioning of the future development of the town to satisfy the various needs of the residents within a short travel range. Strengthen the ecological environment and carbon sinks, improve the park and green space system by enhancing the accessibility of public space for residents. In addition, carbon emissions are subject to the multi-dimensional influences, and the strategies should be formulated according to local conditions and realistic development characteristics.
