南海样本:教育现代化促进人的城镇化路径探析

摘要:
新型城镇化的核心是人的城镇化,教育 现代化与县域城镇化的关系渐成研究热点。佛 山市南海区是全国工业大区与广东教育强区的 耦合。首先分析南海传统城镇化的成就与隐忧, 然后剖析南海教育城镇化的发展历程并厘定南 海教育现代化水平的核心指标体系。研究认为 南海在工业化带动城镇化的传统路径之外,还 走通一条教育促进人的城镇化的创新路径。最 后以教育现代化助推城镇化转型的内在逻辑为 分析框架,提出教育促进人的城镇化机制的三 种具体形式:一是全域优质均衡的基础教育,面 向所有孩子的素质教育而推动城乡办学质量融 合;二是定向精准适需的职业教育,针对青年学 徒的职业发展而推动城乡产教实践融合;三是 在地潜移默化的社区教育,面向全体市民的文明 素养而促进城乡社会文化融合。

Educational Modernization Promoting Human-Centric Urbanization Path: A Case Study of Nanhai

Abstract:
As the core of new urbanization is human-centric urbanization, the relationship between education modernization and county urbanization has gradually become a hot spot for research. Current studies on the urbanization of education have focused on the microscopic characteristics of migrant populations bringing their children to urban areas to receive compulsory education based on the rational consideration of the change of family planning patterns and family migration decisions. In many regions of China, especially in the central and western parts, the concentration of quality educational resources in the county cities is usually at the cost of a decline in the quality of rural education. In view of this, this paper raises and tries to answer the following question: In the developed region of eastern China, is there any county (district) that has holistically achieved the basic evenness of educational quality and a relatively high level of educational modernization? How can this region follow the innovative path of education urbanization under the path of traditional industrial urbanization? The level of education modernization in this region is measured, how does it respond spatially, and what are the concrete manifestations and inner mechanisms of education for human urbanization? This paper takes Nanhai District of Foshan City as an empirical case, obtains first-hand information through textual analysis, field research, and semi-structured interviews, and then uses the internal logic of Nanhai’s education modernization contributing to the transformation of urbanization mode as the framework for analysis, combines qualitative and quantitative methods to measure the core index system of Nanhai’s education modernization level in detail, and deeply analyzes the positive mechanism of different types of education on the development ability of different people, and reveals the feasible path of promoting human urbanization through quality education in developed counties in China. It concluded that the modernization of education in Nanhai has become a “golden key” to solve the dilemma of traditional urbanization. The achievements of traditional urbanization in Nanhai are characterized by the rapid increase of urbanization rate driven by industrialization, while the hidden worry is the high urbanization rate but poor urbanization quality. Since the reform and opening up, industrial iterations and educational reforms have gone hand parallel in Nanhai. While the traditional urbanization of Nanhai was driven by the industrialization of rural communities and industrial parks, thanks to the continuous efforts in basic education, vocational education and community education, Nanhai has adopted an innovative path of education for human urbanization in addition to the traditional path of industrialization-driven urbanization. Now the dynamics of urbanization in Nanhai has been transformed into industrial innovation and education modernization, fully reflecting the coupled development characteristics of Nanhai as a traditional industrial district and a modern education powerhouse. In the practice of promoting education modernization, the “Guangdong County Education Modernization Index System and Evaluation Program” has designed a three-tier index system. Nanhai not only meets the basic conditions of Guangdong indicator system, but also has obvious advantages in 16 indicators, such as teachers, financial investment, compulsory education schools, senior high schools, cultivation mode, quality education, school management, advancement rate and employment rate, and contribution of education to county social development. In the process of transforming the old and new dynamics of urbanization in developed eastern regions of China, Nanhai practice is a typical sample for observing the quality of human-centric urbanization by county local governments first through industrial innovation to support public service provision, and then by developing education. The Nanhai sample is applicable to the district (county) level urban functional units adjacent to first-tier cities and suburban urban areas on the fringe of the central urban areas of metropolitan cities in the eastern region of China. The conditions for the Nanhai sample are those district (county) level cities in the eastern region that have realized the full development of the district (county) economy and have completed the transformation from agricultural counties to industrialization. Such areas generally have developed industrial systems, strong government finances, good employment and entrepreneurial environment and can attract a large number of migrant inflow, with a high proportion of non-resident population and strong demand for public services. Finally, the paper puts forward three specific forms of the mechanism of education promoting human-centric urbanization: first, quality education for all children through high-quality and balanced basic education in the whole region, which promotes the integration of urban and rural school quality and enhances the quality of urban functions; second, vocational education for young apprentices' career development through targeted and precise needs, which enhances the development ability of this group and promotes the practice of industry-education integration; third, community education for all citizens, especially new citizens, through subtle localization, which promotes the modern civilization literacy and deep social and cultural integration between urban and rural areas. Hopefully, this study will be useful and inspiring to the theoretical construction and governance practice of new urbanization in China.
