发展的重要载体。在存量规划背景下，现代服务
业集聚区的发展面临空间转型与扩展等需求。本
文探讨了存量规划背景下现代服务业集聚区更
新规划的途径，并以重庆市渝中区现代服务业
集聚区更新规划为例，梳理渝中区产业集聚区
发展过程和问题，提出现代服务业集聚区更新
策略，以期为其他地区提供可借鉴的集聚区更新
方法。 |

| Modern service industry cluster is an important carrier of urban service industry
transformation and development. Under the background of stock planning, the expansion of
service agglomeration is restricted, especially in big cities with high built-up area density, and
urban construction land has tended to be saturated. Therefore, renewing the original industrial
agglomeration space in the city has become a development trend of modern service agglomeration
area. In the field of urban renewal, the renewal of service agglomeration is a relatively new
research subject, and a complete renewal research system has not been formed yet. Based on
this background, this paper briefly discusses the main problems faced by the renewal of modern
service industry cluster and the corresponding renewal approaches, and takes the renewal planning
of modern service industry cluster in Yuzhong District of Chongqing as an example, in order to
provide reference for the subsequent research.
At present, the research on modern service industry agglomeration area is mostly
concentrated in the eastern developed cities such as Shanghai and Guangzhou, and the
research on the less developed areas is relatively few. According to the existing studies, there
are problems such as weak agglomeration effect and insufficient spatial quality construction
in service agglomeration areas. Based on the problem orientation, this paper establishes the
renewal framework system of modern service agglomeration under the background of stock
planning, proposes that the renewal planning of agglomeration should firstly evaluate the
industrial characteristics, spatial characteristics, development scale, development potential and
other aspects of the development of agglomeration, comprehensively understand the development
stage of agglomeration, and according to the process of industrial development from success to
decline. The development stages of agglomeration areas are divided into growth stage, maturity
stage and stagnation stage, and the regeneration types of agglomeration areas are summarized as
growth type, maturity type and stagnation type. In view of the problems existing in the renewal
of modern service industry agglomeration, the paper discusses the possible renewal strategies
of different types of agglomeration from three aspects: industrial development orientation,
industrial spatial layout and agglomeration environment construction.
Taking Yuzhong District of Chongqing as an example, this paper summarizes the development
process and problems of Yuzhong industrial cluster, and constructs an evaluation index system of
cluster development scale, development potential, facility conditions and industrial development
from the current situation of Yuzhong industrial development and the current spatial characteristics
of the cluster, with a total of 10 evaluation indexes. Based on the identification of agglomeration
types, the service industry agglomeration in Yuzhong District is divided into three types according
to the score, including stagnation type, mature type and growth type. The analysis results show
that there are many modern service industry agglomeration areas in the stable development stage
in Yuzhong District, and a considerable number of agglomeration areas are facing stagnation. In
this paper, Daxigou Cultural and creative Agglomeration area in Yuzhong District was taken as anexample to discuss the renewal strategy of stagnant service agglomeration area, including defining the industrial direction of cultural creativity, Internet
information and professional services as the leading industries, delineating three industrial spaces, adding characteristic public spaces, optimizing traffic
organization, etc.
Under the background of spatial planning and construction, how to grasp the spatial relationship and realize the development of industrial
agglomeration in modern service industry agglomeration area is a problem worthy of attention. This paper discusses the development path of the modern
service industry cluster under the background of stock planning. The main contributions are as follows. Firstly, it provides reference for the development
path of the same type of service industry cluster. Taking the renewal planning of the modern service industry cluster in Yuzhong District of Chongqing as an
example. Secondly, from the overall perspective, it evaluates the development status and characteristics of the service industry cluster based on the problem
orientation, and puts forward the renewal strategies targeted by different types from the aspects of industrial development, spatial layout and environmental
quality, so as to realize the industrial development, spatial quality improvement and attractiveness enhancement of the cluster. The research results aim to
provide constructive suggestions for the planning of other modern service industry clusters of the same type. |
