基于多源数据的城市人居环境质量评价研究

摘要:
在当前我国社会经济转向高质量发展 的背景下,城市人居环境研究成为学术界关注 的热点。如何准确测量城市人居环境质量,合 理评价城市人居环境现状,并采取相应对策, 优化城市人居环境,是研究城市人居环境的关 键课题。论文在国内外已有研究的基础上,进 一步优化数据来源,采用2019年徐州市的房产 网站和高德地图开放平台数据,构建以居住与 环境、交通与通信、教育与文化、生活与休闲、 医疗与健康为准则层的城市人居环境质量评价 指标体系,并对徐州市主城区进行综合评价。研 究发现:徐州市主城区人居环境呈中间高、四周 低的空间格局,形成明显的高质量与低质量集聚 区;高质量集聚区包括老城中心、新城中心、铜 山副中心、云龙副中心、响山社区;低质量集聚 区主要分布在城市周边,可分为老旧小区、安置 房小区、工业区配套小区、新开发居住区四种类型;高质量集聚区仍存在居住与环境质量低的短板,是规划提升的主要方向;低质量集聚区的规 划提升路径主要包括完善休闲、教育、文化、医疗、交通等公共与生活服务设施。论文创新评价了 徐州市人居环境质量特征,促进人居环境评价精细化发展,丰富了中国现有城市对人居环境质 量的评估维度和评判方式,能够为城市人居环境建设起到一定理论引导和指示作用。

Research on Evaluation of Urban Human Settlements Quality Based on Multi-Source Data

Abstract:
With the transformation and development of China’s economy and society, the quality of urban human settlements has become the focus of people’s attention. How to accurately measure the quality of urban human settlement environment, rationally evaluate the status quo of urban human settlement environment, and take corresponding countermeasures to optimize the urban human settlement environment is the key topic of urban human settlement environment research. On the basis of existing research at home and abroad, the paper further optimizes data sources. Based on the data of Xuzhou real estate website and Amap open platform in 2019, we construct the evaluation index system of Xuzhou urban human settlements quality, with the criteria of living and environment, traffic and communication, education and culture, life and leisure, medical treatment and health. Then we evaluate the index system of urban human settlements quality and carry on the hot spot analysis. The results show that: The urban human settlements quality in Xuzhou shows a spatial pattern of high in the middle and low in the periphery, and the human settlements quality has a decreasing trend from the center of main urban to the periphery of the city. The quality of living and environment is obviously separated from other factors. It shows that although the overall quality of the human settlements in the main urban center is relatively high, there are still some shortcomings in the quality of living and environment. Therefore, the improvement and optimization project of the living space and environment in the old city residential area should be promoted, and the park green space should be reasonably allocated to improve the quality of the living environment. Leisure, education, culture, medical treatment and transportation are the common factors of low-quality living space. We should promote the equalization of basic public services in urban areas, make intensive arrangements for large public service facilities, such as commercial centers, large supermarkets, libraries, gymnasiums and general hospitals, and equalize the allocation of basic public service facilities with low requirements and small service scope, so as to improve the convenience and comfort of life. Formed high-quality concentrated areas and low-quality concentrated areas. The high-quality concentrated areas include main urban center, new urban center, the sub-center of Tongshan District, Yunlong District and the Community of Xiangshan,there is still a big gap with the “two-center” structure in urban planning of Xuzhou city. We should be comprehensive coordination layout of medical care, education, culture, leisure, transportation facilities to build the second city center; the low-quality concentrated areas mainly located in the surroundings, including the old community, resettlement housing community, industrial supporting community, newly developed residential district; these areas will be the key areas for the next round of planning. Meanwhile high-quality concentrated areas have their short board of low living and environment quality, which is the main direction of improvement in the future. However, the upgrading way of low-quality concentrated area mainly includes improving public and living service facilities such as leisure, education, culture, medical treatment, transportation, etc. For old communities, elderly service facilities should be further improved to meet the special needs of aging, the surrounding parks and squares should be used to create activity spaces for the elderly, and personalized elderly care services should be provided to cope with social problems caused by aging. For the resettlement housing community, industrial supporting community and newly developed residential district, the combination of near and long term should be adopted to improve the urban supporting service facilities, of which the recent construction is the key. Repairing the short slab of green space can transform the original industrial land into green park and improve the environmental quality, which is of great significance to the transformation of Xuzhou’s heavy industry city. On the basis of previous relevant studies, this study clarifies the connotation of human settlement environment, balances the physical environment and subjective perception, and organically combines subjective and objective data to build a more perfect evaluation index system based on the actual situation of Xuzhou urban planning and social and economic development. Compared with the existing evaluation index system of urban human settlement environment, this paper promotes the refinement of urban human settlement environment evaluation research, and also provides a reference for exploring more perspectives and methods of human settlement environment evaluation research. Under the planning requirements of coordinated urban development and the differentiated development orientation of different regions, the existing stock of human settlement resources in each region is analyzed, and the rational allocation of various human settlement resources is realized by means of regulation and control. It is conducive to the construction of high-quality living environment, the coordination of urban natural environment and residents’ living environment, and the creation of a convenient and comfortable urban life. It further enriches the evaluation dimensions and evaluation methods of human settlement environment quality in existing cities in China, and can play a certain theoretical guidance and directive role in urban human settlement environment construction.
