“十四五”时期我国进入新发展阶
段,为适应经济内循环下的新形势,老旧小
区改造亟需在理论研究和项目实践上做出对
应的调整。通过分析老旧小区改造在内循环
下的题中之义以及其在旧范式下的现实困
境,指出老旧小区改造应在筹资模式、改造
内容、推进机制和运营管理等四个维度,由
单一性向多元化进行路径创新,并以重庆市
南桥苑小区改造研究为案例,提出内循环下
老旧小区改造的实施策略,为地方政府科学
制定相应改造方案提供新的思路。 |

Path Innovation and Implementation Strategy of Old Residential Areas’ Transformation UnderEconomic Internal Circulation: Based on Nanqiaoyuan Residential Areas in Chongqing |

Abstract: |
During “The Fourteenth Five-Year Plan” period, China has entered into a new
development stage. In order to adapt to the new situation under the internal economic cycle,
the transformation of old residential areas urgently needs to make corresponding adjustments
in theoretical research and project practice. The transformation of old residential areas is a
category of urban renewal, and it is a localization reconstruction of China’ s actual problems.
Since the idea of accelerating the transformation of old residential areas was put forward in
the central city working conference in 2015, the transformation of old residential areas is in
a continuous and orderly way. By analyzing the meaning of the problem under the internal
cycle of the transformation of old residential areas and its practical dilemma under the old
paradigm, this paper has some problems, such as “unsustainable financial expenditure, single
transformation content, gap from top to bottom, lack of follow-up and weakness of industry”.
This paper points out that the transformation of old residential areas should carry out path
innovation from singleness to diversification in the four dimensions of financing mode,
transformation content, promotion mechanism and operation management, and puts forward
clear innovation paths such as “from financial support to multi-party financing”, “from
old house transformation to community construction”, “from technical subject to public
participation” and “from surprise movement to sustainable operation”. Then, taking the
study on the reconstruction of Nanqiaoyuan residential areas in Chongqing as an example,
the article puts forward the implementation strategy of the reconstruction of old communities
under the internal cycle, and defines specific methods such as improving the financing mode
of enterprise leading and government residents supplementing, forming a transformation list
of coordinating the material environment and spiritual construction, building a promotion
mechanism of multi-level linkage and designer coordination, deepening “1 + N” and
introducing the sustainable operation system of community industry provide new ideas
for local governments to scientifically formulate corresponding transformation plans. As
China enters the new pattern of economic internal circulation, it is particularly important
to improve the efficiency cost ratio of investment and consumption. Through the path
innovation and strategy implementation of the transformation of old residential areas in the
four dimensions of financing mode, transformation list, promotion mechanism and operationmanagement, it can basically achieve self balance between early cost and later income, leverage investment at the three levels of society,
government and residents, drive the development of relevant industrial chains, promote the improvement of community services and expand
domestic demand, so as to drive China’s social economy to keep moving forward steadily. However, there is no “completion” but “progresses”
in the transformation of old residential areas. It is still necessary to continuously summarize experience and improve relevant technical methods,
policies and measures through implementation evaluation and problem review, so as to realize the more scientific and sustainable promotion of
the transformation of old residential areas. |
