Abstract: |
Facing the increasing competition against urban sprawl and emerging commerce,
the regeneration and upgrade of commercial streets in downtown is inevitable. Among the
diverse means of commercial streets transformation around the world, shared space is one of
the prevailing and effective concepts in recent years. Shared space is a way to let all users of
the street to share the surface equally. Basically it puts vehicles and people in the slow-speed
environment by blur the physical boundary such as removing the curbs and sidelines. Shared
space is implemented in many cities in western countries to help regenerate the commercial
streets in old towns. There are quite a few cases to show its success. As an early Chinese case
adopting shared space, Bayi Road contributes to the continuous prosperity of Jiefangbei - the old
city center of Chongqing.
As the business center and spiritual symbol of Chongqing, Jiefangbei suffers from the
conflict between vehicles and pedestrians for a long time. It was not until 1997 that Jiefangbei
started to get its streets pedestrianized. After over 20 years of construction, the area of the
pedestrian system gets enlarged to 96 000 square meters. The inner cross roads are completely
pedestrianized. The outer secondary roads are transformed into shared space. Bayi Road, the
famous food street, is one of them. This 380-meter-long street is fully paved where vehicles
move slowly and people could cross the street wherever they want. Based on location, design
and function, Bayi Road can be divided into three sections - south, middle and north part.
To get a performance evaluation of Bayi Road and study the real user perception, a field
research is carried out by data analysis of video recording and questionnaire. The three sections
are taken as samples and a nearby traditional road, Zhonghua Road is taken as comparison. The
major way of arrival is by walking and public transport. 45% arrive by walking (most of them
live in adjacent hotels). 24% arrive by metro and 10% by bus. Driving only accounts for 3%. It
is proved that shared space and the overall traffic management effectively evoke walking.
People feel safe in Bayi Road. There is little difference in safety grades between Bayi Road
and Zhonghua Road. Among the interviewees, half come for the first time and they show little
difference in terms of safety perception. Visitors are easily able to get used to walking in this
kind of environment and feeling safe does not rely on the time of using.
Though vehicles often stop and wait, there is no conflict happening between vehicles
and pedestrians. Walking owns the priority in terms of the right of way. Over 60% of the interviewees say pedestrians should go first when going parallel with the vehicles. Under the circumstance of crossing the road, only 20%-35% say
the vehicles should go first in all three sections in Bayi Road while almost 60% think the vehicles should go first in Zhonghua Road. Even though
the interviewees who drive tend to say car should go first, the proportion in Bayi Road is less than 40%. General speaking, Bayi Road provide
pedestrians with the priority of the right of way.
Above all, compared with traditional road, 17% say it had no impact on the walking experience, 48% say it had a minor impact and less than
1/3 say it had a major negative impact. Shared space in Bayi Road is proved to provide a walking friendly environment. And this could be one of the
reasons why Jiefangbei still stays competitive and becomes one of the most popular tourism destinations in China.
According to the data analysis of video recording and questionnaire of Bayi Road, sharing the right of way between people and vehicles can
stimulate walking flow, provide a good sense of safety, and high pedestrian priority in walking experience. The research on Bayi Road reveals the
feasibility of shared space in the regeneration of commercial streets in China. As a transportation strategy to reconcile walkability and automobile
movability, shared space can stimulate walking flow and initiate the revitalization of old town commercial street. |
