| 实用性是村庄规划的生命力所在。
国土空间规划体系的建立将村庄规划的定位
同控制性详细规划进行对标，并赋予村庄规
划新的任务，即界定国土空间开发保护与
村庄各项建设的管控规则，密切衔接上位
国土空间总体规划与专项规划并进行传导，
既要“应编尽编”，也应“按需编制”，同
时，村庄规划的实用性内涵也呈现出“需求
导向，全面覆盖，强调规则和标准化”之特
征。围绕实用性这一核心，将新时期村庄规
划的要点概括为“内容切实、成果好用、实
施可行”，从内容框架、成果体系、组织机
制三方面构建实用性村庄规划的编制模式，
以崇左市保安村村庄规划为实证，对规划实
践中的底线核实、空间用途管控、全域要素
配置、居民点建设导控、面向村民的成果转化以及近期行动实施组织等重点措施进行阐述和说明。 |

| Study on Practical Village Planning Mode Under the National Spatial Planning System: ACase of Baoan Village in Chongzuo City |

| Abstract: |
| When reviewing the development process of village planning 1.0-3.0, it is not difficult
to find that practicality is the vitality of village planning. In the new period of development,
the establishment of the territorial and spatial planning system benchmarks the positioning of
the village planning with the regulatory detailed planning, and gives the village planning new
tasks, that is, to define the management and control rules for territorial and spatial development
and protection and the construction of various villages, and closely link the upper master plan
and special planning. Therefore, the village planning should not only cover the whole area,
but also need to be compiled according to actual requirement. At the same time, the practical
connotation of village planning presents the characteristics of “demand-oriented, comprehensive
coverage, emphasis on rules and standardization”. Focusing on the core of practicality, this
article summarizes the main points of village planning in the new era as “practical content, easy-
to-use results, and feasible implementation”, and constructs practical village planning mode
by three aspects: content framework, achievement system, and organizational mechanism.
Taking the village planning of Baoan Village in Chongzuo City as an empirical study, the article
elaborates on some key measures in planning practice, such as bottom line verification, space
use control, global element configuration, settlement construction guidance, transformation
of results for villagers, and recent action implementation organization. Six practical planning
responses were proposed. First, the focus of village bottom line control is to verify the ecological
red line and the permanent basic farmland control line. Second, the global space use control
is the main planning measure to balance the protection and development of village resources.
Third, the article puts forward the idea of “usage zoning-project planning-space positioning” to
improve the allocation of village elements. Fourth, drawing on the detailed regulatory planning,
the plan adopts “statutory planning plans” to manage and control residential construction land.
Fifth, planning should create a popular results interface for villagers, and transform construction
planning and construction intentions into results schematics, village regulations and folk
agreements. Sixth, the implementation of the short-term plan adopts the three steps of action
plan, village mobilization, and organization and implementation. This article attempts to provide
some references for the comprehensive development of village planning in the future through the empirical research of Baoan Village. However, the types of villages in China are diverse and the level of development varies greatly. It is difficult to use
the same organization model to deal with all villages. Therefore, the compilation mode of practical village planning still needs more case application
and optimization. |
