乡村振兴战略背景下高校参与乡村建设行动的优势与启示 — —以浙江省黄岩区乡村振兴实践为例

摘要:
在实施乡村振兴战略的新时代背景 下,“十四五”期间我国将汇聚力量推进乡村 建设行动。基于相关文献研究和近年来我 国各地相关实践综述,并结合笔者8年来组 织同济师生团队参与浙江黄岩乡村建设的实 证,提出高校参与乡村建设行动具有6大优 势,即:以研究为先导汇聚科研力量精准施 策;以文化为视角挖掘地方历史文化资源;引 导乡建适用技术应用;多学科交叉综合决策 咨询;从实践中提升理论再指导实践;持续 跟进的在地化服务。展望“十四五”,以校地 合作更好地推进实施乡村振兴战略,本文提 出6点启示,即:明确中央提出乡村建设行动 的特定目标;注重教学实践基地建设;以邻 近原则开展校地乡村建设行动;开展知识技 能培训;组织保障给予可持续校地合作政策 支撑;加强专业化指导和示范。

The Advantages and Enlightenment of Universities Participating in Rural ConstructionalActions under the Background of Rural Revitalization Strategy: Taking the Practice ofRural Revitalization in Huangyan District, Zhejiang Province as an Example

Abstract:
In the context of the new era of implementing the rural revitalization strategy, China will gather forces to promote rural constructional actions during the “14th Five- Year Plan” period. The current rural constructional actions are closely related to the urban and rural planning disciplines and related disciplines in universities. As an important social force, colleges and universities will have a better opportunity to participate in rural constructional actions and play a greater role. At the same time, this is also the social responsibility of colleges and universities to serve the country. Theoretical thinking and practical explorations of China’s rural construction are in the ascendant. First of all, the historical stage of rural development in China today is completely different from that of traditional agriculture in the past. It is necessary to re-understand the rural constructional actions under the current new urban-rural relationship from the dialectical relationship of productive relations. Secondly, the implementation of specific rural constructional actions in the context of implementing the rural revitalization strategy is not the same as the various types of rural construction before. The current central government’s actions to implement rural construction have specific directions and are not all-encompassing. In addition, the organized participation of colleges and universities in rural construction activities is different from spontaneous individual participation. The former can guarantee the continuity and long-term participation from the organizational mechanism, thereby contributing to the effectiveness of rural construction activities. Based on relevant literature researches and a summary of relevant practices in various parts of China in recent years, combined with the author’s 8 years of organizing Tongji University teachers and students to participate in rural construction in Huangyan District, Zhejiang Province, the paper proposes that universities have six major advantages in participating in rural constructional actions. 1)The scientific research force of universities has the advantage of conducting scientific research and accurately guiding rural constructional actions. They help villages carry out investigations and scientifically understand the laws, stages and characteristics of rural development. Taking researches as the forerunner, it carries out overall planning, scientific planning, and rural constructional actions projects based on local conditions. 2)University discipline teams have the advantage of tapping the characteristics of local historical and cultural resources to guide rural constructional actions. They will give full play to the advantages of disciplines and professions, from the perspective of the protection and utilization of traditional historical culture, spatial interpretation of rural culture, excavation and sorting of rural historical and cultural resources. Through creative transformation and innovative development, it guides rural constructional actions, so that rural construction has a cultural soul. 3)The professional forces of colleges and universities have the advantages of applying adaptable technology to guide rural constructional actions. The current implementation of the content of rural constructional activities, such as improving infrastructure, improving the quality of rural housing construction, rural toilet improvement, domestic waste treatment and sewage treatment, etc., universities have mature technical reserves in this area. They innovated and developed more adaptable technologies to provide university wisdom for rural constructional actions. 4)Universities have the advantage of guiding rural constructional actions through comprehensive decision-making across disciplines. They will give full play to the advantages of multidisciplinary and comprehensive decision- making to provide guidance for rural construction action projects. 5)The professional team of colleges and universities has the advantage of improving the theory from practice and then guiding the rural construction. They are good at summing up practices in a timely manner, forming theories, procedures and guidelines, and will actively and effectively guide rural constructional actions. 6)The discipline professional team of universities has the advantage of continuously following up and participating in rural construction. On the platform of the teaching practice base with the theme of rural planning and construction, they can continue to follow up the technical services for rural planning and construction. Looking forward to the “14th Five-Year Plan”, in order to better promote the implementation of the rural revitalization strategy through unirersity-local cooperation, the paper puts forward 6 points of inspiration. 1) It’s necessary to clarify the current work guidelines and goals. The key point is to grasp the direction of action, form a joint force, and avoid scattered actions. 2) It should pay attention to the construction of teaching practice base. 3) It’s imperative to pay attention to establishing fixed cooperative relations with local governments and villages in neighboring regions. In order to participate in rural constructional actions, colleges and universities try their best to find highly motivated local townships and villages from neighboring areas. 4)The emphasis should be placed on developing relevant knowledge and skills training to promote the growth of local rural revitalization talents. 5)Both universities and local governments are required to provide institutional guarantees, which include policy support from institutions, personnel, and financial resources. 6)Professional guidance and supervision are needed to achieve stability and long-term development. Universities can play the role of the rural revitalization university alliance.
