面向后疫情时代的城市更新

摘要:
新型冠状病毒肺炎(COVID-19) 突发事件是对全球城市治理能力的一次大考 验,也是我国认识自身发展不足并谋划未来 的一次大反思。本文剖析了新冠疫情为城市 带来的深刻影响,分析了疫情暴露出的健康 条件落后、信息共享滞后、资源分配不均、公 共空间不足、应急预案欠缺、社区力量薄弱 等问题,总结了后疫情时代城市需要考虑的 健康生态、韧性安全、资源公平、智慧共享、 社区营造等基本要素。最后提出将健康安全 要素融入城市体检、提升旧城综合防灾的调 控能力、提供便捷完善的生活服务配套、营 造健康宜人的绿色公共场所、加强土地利用 的韧性和弹性、加强社区自治与管理能力等 后疫情时代城市更新的规划应对策略,以期 为我国进入城镇化下半场的城市发展提供 借鉴。

Urban Regeneration Facing the Post-Coronavirus Era

Abstract:
Urbanization has greatly promoted the development and progress of human civilization, and it has also led to a serious threat of “urban disease”. The Coronavirus Disease 2019 (COVID-19) emergency is a major test of the global urban governance capabilities, and it is also a major reflection on China’s understanding of its own insufficient development and planning for the future. At present, China has achieved a strategic victory in the battle to prevent and control the epidemic, and it is about to usher in the post-epidemic era. In the process of defeating the epidemic, urban development concepts, methods and technologies are quietly undergoing profound changes. Therefore, analyzing the impact of the epidemic on urban development, discussing the deficiencies of urban regeneration work in terms of health and safety and the direction of future improvement will undoubtedly have positive practical significance for promoting urban health and sustainable development. The paper firstly analyzed the profound impact of the Coronavirus Disease 2019 on cities, and pointed out that in the process of resisting the major public health emergency of the Coronavirus Disease 2019, the public’s awareness of health concepts has risen to an unprecedented new height, and the concept of healthy cities has won social consensus. The management methods of cities to respond to the epidemic are more refined, diverse, accurate, timely, and smart city management win great popular support. Building resilient cities has become the most basic responsibility for ensuring people’s well-being. Then it uses the China National Knowledge Infrastructure (CNKI) database to search core journals in the field of construction science and engineering with full text or keywords containing “COVID-19” / “epidemic”, and performs bibliometric analysis with the help of Citespace visualization tools. The main issues that received the attention of the academic community during this epidemic were: healthy cities, public health, spatial planning, resilient cities, and epidemic prevention and control. On this basis, it analyzes the problems of backward health conditions, lagging information sharing, uneven resource allocation, insufficient public space, lack of emergency plans, and weak community strength exposed by the epidemic; researched the health ecology, health, ecology, and resilience and safety, resource fairness, wisdom sharing, community building and other basic elements. Explained the need to establish the values of “people-oriented” and “life first”, follow the natural development laws and basic principles of urban living organisms, and return to the original intention and life of the living environment. To ensure quality, actively plan and respond to urban regeneration in the post-epidemic era, and build a truly ecological, healthy, security and beautiful city. Finally, six planning strategies are proposed: 1) The principles of hygiene, safety, comfort, diversification, and ecological principles should be adhered to, natural environment restoration and living conditions improvement should be strengthened. The basic elements of public health and safety, such as walking distance, green ecology, air quality, and livability are integrated into the urban physical examination and evaluation of the old city to create a safe, hygienic, healthy, comfortable and beautiful living space environment. 2) Complement and the necessary infrastructure of the people in the old city for their basic life and safety, with the help of “new infrastructure” to establish a big data risk prediction and monitoring platform, establish an effective disaster emergency warning and response system to strengthen security and emergency public opinion monitoring and emergency service capabilities, comprehensively improve the operation, response and control capabilities of the old city’s comprehensive disaster prevention. 3) Further improve the service facilities of the basic security living circle such as supermarkets, vegetable farms, pharmacies, etc., to provide a strong guarantee for meeting the basic needs of people’s daily lives. 4) Increase the number of public places and improve green design standards, and create healthy and pleasant green public places through measures such as creating waterfront space, enhancing the green comfort of streets, adjusting the microclimate of the community, and placing ecological green spaces to improve air quality. 5) Attach importance to the city’s resilience guarantee in both reality and planning blanks, optimize the existing urban land layout, and strengthen the resilience and flexibility of land use through organic regeneration, development and reuse of existing land, so as to make urban functions more inclusive, diverse, healthy and security. 6) Based on public participation, community autonomy and multi-party cooperation, give full play to the self-organization function of the community, strengthen and improve the construction of public health and safety management institutions in old communities, and integrate resources through operation of community organizations, strengthen community participation, cultivate the spirit of mutual assistance and autonomy, enhance the cohesion of community members, and improve the autonomy and management capabilities of old communities.
