填海造地区域绿地系统存量修补策略研究 ——以天津市滨海新区绿地系统为例

摘要:
国内多数滨海城市的填海造地历程 曲折,均经历过粗放式的“野蛮生长”过程, 到如今填海造地区域土地已渐趋饱和状态。 但是,由于过去的土地错位发展,其绿地系 统普遍存在规模不连续、开放共享性不足、 生态脆弱、防灾性能差这四类问题。以天津 市滨海新区填海区域土地利用与绿地系统为 例,提出建立“存量绿色土地库”,对填海造 地区域的存量土地进行生态修补。

A Study on the Strategy of Green System Reparative Rehabilitation in Marine Reclamation Region—Case Study of Green System in Binhai New Area of Tianjin

Abstract:
Most coastal cities in China have experienced extensive “savage growth” in their tortuous land reclamation process, and now the land reclamation area has been gradually saturated. However, due to the dislocation of land development in the past, the planning of reclamation area’s green space system is infl uenced by many factors from land and sea aspects, which makes it signifi cantly different from the ordinary inland area and riverside area’s green space system. Reclamation methods and maritime boundaries limit the function of green space system for limited scale, and structure and location end lead to the lack of green space system open sharing, Saline-alkali land, water quality, climate and other natural conditions of ecological green space system instability, sea and land of two-way disasters seriously damaging highlight the four types of green space system comprehensive disaster prevention ability insufficient, therefore, based on the existing studies of many scholars and the current status of China’s inland urban planning that has entered the stock restoration stage, landfi ll for the above four aspects: problems of area green space system, creatively puts forward the strategy of using the existing land to repair the existing green space system in the reclamation area. Due to the policy, social, economic and geological conditions and other reasons, the land in the reclamation area has been in a state of inefficient utilization. Some land has been in a state of non-use for a long time, among which the non-use state includes the vacant land and abandoned land in the developed land. These large and scattered land stocks, some of which have poor location conditions and low economic utilization value, are suitable for reactivation, land structure adjustment, improvement of the present situation of reclamation greening system, and improvement of its sustainability. We will re-evaluate the value of social, economic and ecological use of these unused land, and establish a “green land storage bank”. On the basis of clarifying the ownership information, it carries out hierarchical management, and evaluates the existing land in the reclamation area from four aspects: function, scale, location, and ecology and disaster prevention. On “green land storage bank” stock of each piece of land for strategic target classifi cation, classifi cation standard according to solve the problem of present situation of green space system in four types, proposed four repair applicable strategies for qualitative and quantitative evaluation: “supplement”—complement reclamation area green space system scale discrete breakpoints, improve its sustainability, “adjustment”—adjust the green space around the local land function layout, implement green open sharing, “replacement”—serious Saline-alkali land replacement, improve biodiversity, “augment” green space system, increase industrial agglomeration area green space, restore land nature, strengthen regional disaster prevention repaired four different coping strategies. Proposed on the basis of the above criteria for “green land storage bank” stock of land for composite evaluation score, by satellite image map reclamation area green space system present situation, after number on each piece of green space to store the corresponding stock of “green land storage bank”, the green space system on the floor plan to repair on classified summary, summarized four types of green space system plan of the grayscale composite respectively with four applicable strategies, choose the most suitable way of repair and the corresponding repairing block position. Then, on the basis of the existing study on sustainability index selection principle, combining with the actual case problems of four types of green space system, through the index weight, select and scale continuity, social sharing, ecological sensitivity and comprehensive disaster prevention of related 12 indexes, the study sets up evaluation index system of green space system sustainability. This evaluation system is based on different scheme of each green space for sustainable factor score or attribute classification, and compares different size layout scheme of the overall scale of continuity, social sharing, ecological sensitive stability and comprehensive disaster prevention ability to verify whether the repair of reclamation area green space system achieves sustainable objectives. Finally, due to the severe phenomenon of soil salinity and less soil resources for green space construction in coastal new-region, the paper takes reclamation area of Tianjin Binhai New Area as an example, through the summary and analysis of the characteristics of the stock of land property, organizes and establishes the “green land storage bank”, which chooses the most appropriate method of repairing the stock of green space system to verify the applicability of the stock land repair strategies, and then uses the stock of land reclamation to fix the present situation of green space system in coastal new-region by scale continuity repair, social sharing repair, ecological sensitivity repair, and comprehensive disaster prevention repair respectively. It is hoped that the proposal of this strategy will bring inspiration to solve other problems in coastal new-region’s green space system. In this way, the fragile ecological environment caused by the reclamation area green space system can be truly alleviated. More attention should be paid to the sustainable planning of the reclamation area green space system.
