| 大都市近郊乡村地区面临着率先实
现乡村振兴的契机，也具备相应的实力。本文
以乌鲁木齐市近郊北部乡村地区为例，梳理了
大都市近郊乡村地区产业发展中的一系列困
境：人多地少、农民增收遭遇瓶颈，用地政策
刚性、发展路径受到明显制约，城乡收入差
距拉大，发展要素单向流失严重、城乡市场流
通受阻等。基于问题导向，本文认为应立足城
乡融通和差异化发展，在确保改善生态的基
础上，打造大都市的“菜园子”和“后花园”。
最后从引入专业技术、积极推进农产品结构
性改良、大力推动“农业+”工程、推进经济
结构升级、特色小镇和美丽乡村联动、提升综
合服务能力、促进要素流动畅通、建构扶持
机制等方面提出了产业经济应对策略建议 |

| The rural areas in the suburbs of the metropolis are faced with the opportunity and
strength to take the lead in realizing the rejuvenation of the countryside. This paper takes the
northern rural area in the suburbs of Urumqi as an example, and analyzes a series of dilemmas
in the industrial development in suburban areas of the metropolis. For instance, there are few
people left, and peasants have encountered bottlenecks in their income growth; the land use
policy is rigid, and the path of development have received obvious constraints; the income gap
between urban and rural areas are widening, and “one-way flow out” of development factors
are severe, and urban and rural markets are blocked, etc. Based on the problem orientation,
this paper argues that based on the integration of urban and rural areas and the differentiated
development, the “garden garden” and the “backyard garden” of the metropolis should be built
on the basis of ensuring the improvement of ecology. Finally, this paper puts forward industrial
economy response strategy recommendations in the aspects of introducing professional
technology, actively promoting the structural improvement of agricultural products, vigorously
promoting “agriculture +” project, promoting the economic structure upgrading, linkage
between characteristic townships and beautiful villages, enhancing comprehensive service
capabilities, promoting the smooth flow of factors and building support mechanisms, etc. |
