| 近年来保障性安居工程有序推
进，持续发展，保障性群体入住规模不断
增加，但随之而来的公共服务设施配套问
题却日显突出。文章以杭州市为例，基于公
平公正理念，从宏观与微观两个空间视角，
开展大规模调研，综合分析了保障性住区
各级公共服务设施的供需关系，揭示其形
成机制，最后从选址策略、建设时序、规划
编制和投资建议等方面提出了相应的优化
策略。 |

| With?government-subsidized?housing?projects?proceeding?in?an?orderly?manner,
the?number?of?social?vulnerable?groups?benefiting?from?that?has?been?continuously?increasing
during?the?past?few?years.?However,?as?one?of?the?social?groups?who?have?the?most?reliance
on?public?service?facilities,?their?expanding?occupancy?scale?exposes?evident?problems?in
supporting?infrastructure.?Taking?Hangzhou?city?as?the?study?area,?based?on?the?value?of
equality?and?justice,??this?paper?conducts?a?large-scale?survey?and?analysis,?and?analyzes?the
relationship?between?the?supply?of?all?levels?of?public?service?facilities?and?demand?from
the?residents?of?indemnificatory?residential?area,?from?macroscopic?and?microcosmic?spatial
prospective.?It?reveals?its?formation?mechanism,?and?eventually?puts?forward?corresponding
optimization?strategies?on?aspects?of?site?selection,?construction?sequence,?urban?planning
formulation,?investment?construction?and?so?on. |
