| 为应对城市由增量建设进入存
量管理阶段城市环卫设施所面临的配置与
管理水平提升问题，转变快速城镇化进程
中以增量思维为导向的规划理念与设计方
法，以重庆市城乡全覆盖规划的专项规划
之一——渝中区环卫设施布点规划为例，
从规划、土地、城市治理三方面提出存量
条件下普遍存在的问题与矛盾。结合存量
规划的地方特征，通过梳理城市存量空
间——重庆市渝中区城市环卫设施的若干
问题与认识，建议城市存量更新规划应从
规划理念、方法与规划师三方面探索转型
与实践。 |

| In?order?to?deal?with?the?problems?caused?by?sanitation?facilities?configuration
and?management?improvement?when?the?city?enters?the?redevelopment?management?phase
from?incremental?construction?phase,?and?changes?the?planning?concepts?and?design?methods
oriented?by?incremental?thinking?in?the?process?of?rapid?urbanization.?This?paper?takes
Yuzhong?district?environment?sanitation?facilities?layout?planning?as?an?example,?which?is
one?of?the?special?planning?of?Chongqing?urban-rural?complete?coverage?planning,?and?puts
forward?the?ubiquitous?problems?and?contradictions?which?exist?in?the?realistic?conditions
from?three?aspects?of?planning,?land?and?urban?governance.?Furthermore,?on?the?basis?of?the
local?characteristics?of?redevelopment?planning?and?combing?urban?redevelopment?space—
some?problems?and?views?on?urban?environment?sanitation?facilities?in?Yuzhong?district
of?Chongqing,?the?paper?proposes?that?urban?stock?renewal?planning?should?explore?the
transformation?and?practice?from?planning?concept,?method?and?planner?themselves. |
