| 梳理世界城市化的一般规律与中国
城市化的演进历程，中国探索式城市化道路
成就瞩目，但依然出现许多诟病，究其原因是
缺乏稳定的检验城市化质量的标准，提出人
居环境是检验城市化质量的重要标准。从城
市问题现状论述其必要性：土地城镇化快于
人口城镇化；城乡一体化进程缓慢；城市水
资源供需矛盾尖锐；空气污染尤为严重。从人
居环境的学科基础论述其充分性：现有城市
化衡量标准，忽略城市化的主体与本质；
人才队伍、学科基础使其具备了理论与实践
上的充分性。从城市本质及城市功能论述其
重要性：聚居点是城市的本质；人是城市的主
体，而非本质，衡量城市化需要以人为本，但
不能把“人”当作城市的本质，更不能当作城
市化的衡量标准；居住功能是城市的主要功
能，居住区是城市最基本的功能区。科学发
展观能够统领新型城镇化的重要前提是必须有一个相对稳定的衡量城市化质量的标准 |

| Human Settlements: the Important Standard to Measure the Quality of Urbanization |

| By summarizing the general laws of urbanization and the evolution process of
China’s urbanization, it’s found that there are amazing achievements for Chinese exploratory
urbanization, and still many shortcomings. The main reason is a lack of stable standard to
measure the quality of urbanization. This paper puts forward that human settlements is the
important standard to measure the quality of urbanization is put forward. From the current
situation of urban problems, it discusses the necessity: land urbanization is faster than the
population urbanization; the process of urban-rural integration is slow; the contradiction between
supply and demand of city water is sharp; the air pollution is particularly serious. From discipline
foundation of human settlements, it elaborates the sufficiency: The existing measurement
ignores the subject and of essence of the urbanization; Excellent talent teams and solid discipline
makes its own the sufficiency of the theory and practice of the of human settlements sciences.
From the essence and function of the city, it discusses the importance: Human settlements is
the essence of the city; The human being is the subject of the city, and it is not the essence of
the city; To measure the quality of urbanization should set up the “ people-oriented” awareness,
but the human being should not be taken as the essence of the city, and what’s more, the human
being should not be taken as measurement of the quality of urbanization; Residential function
is the main function of the city, residential areas are the most basic functional areas of the city.
The scientific outlook on development is used to lead the urbanization construction in the newtype
urbanization, but the important premise is the stable standard to measure the quality of
urbanization. |
