| 为应对地级市主体功能区划分中的
单元划分、限制开发区两难、多规冲突等问
题，通过“多规融合”构建了主体功能区三
级分区框架，一级分区对接国家、省级主体
功能区战略布局，二级以乡镇、街道为单元
划分市级主体功能区划，三级分区将国土的
自然状态划分为四类空间单元，应用于丽水
市主体功能区划分中，使主体功能区的框架
性、基础性、约束性和政策性落实到基层行
政单元和国土空间层面上。 |

| Functional Area Division Research of Prefecture-Level City Under the Multi-Planning Fusion—A Case of Lishui City |

| Abstract: |
| To deal with the difficulties in main functional area division of prefecturelevel
city, for instance, unit division, dilemma of limit-development zone and multiplanning
conflict, this paper constructs a three-level division frame of the main functional
area planning by fusion of multi-planning. The first level partition joint the national and
provincial main functional area strategic layout, the second level partition divide the main
functional area into towns as the unit, and the natural status of land would be divided
into four types of space units by the third level partition. Then it utilized the three-level
division frame in the main functional area division of Lishui City in order to combine
the framework, basic, binding and policy of the main functional area with the basic
administrative units and land space. |
