我国建筑业“碳足迹”评估发展策略研究

摘要:
为应对环境危机和缓解国际减碳 压力,建筑业应积极使用“碳足迹”评估工 具检测碳排“热点”并采取减碳行动。然而 当前我国建筑业“碳足迹”评估暂缺乏评估 规范与适用“碳排”数据库,使得减碳工作实 施困难。2014年10月,我国台湾省“低碳建筑 联盟”LCBA创立了全球第一个“建筑碳足迹 认证制度”。本研究借鉴台湾省经验提出以 下发展策略:优先建立住宅建筑运营阶段的 详评系统,并着重消减住宅建筑运营阶段的 碳排量;为确保经济持续发展的过程中减少 碳排,优先处理“碳排”高但经济贡献小的阶 段;建立符合国情的建筑业“碳足迹”评估 规范和相关数据库;为促进高效评估的尽早 实施,建筑业“碳足迹”的评估规范应平衡 评估可操作性和精确性。

The Research on Assessment Development Strategies of the“Carbon Footprint”of ChineseConstruction Industry

Abstract:
In order to deal with the environmental crisis and ease international pressure on carbon reduction, construction industry should use carbon emissions assessment tool to detect "hot spots" and take actions to reduce carbon emissions. However, the lacking for standards and databases of carbon footprint evaluation hindered the implementation of carbon reduction in China’s construction industry. In October 2014, the Low Carbon Building Alliance (LCBA) of Taiwan province, China, created the first carbon footprint building certification system. By learning the experience of Taiwan province, this study presents the carbon reduction strategies for China’s construction industry, listed as follows: establishing the operational phase of residential buildings detailed assessment system in priority and focusing on reducing the carbon emissions of the residential building’s operational phase; dealing with some phases of high carbon emissions and little economic contribution in priority to ensure economic growth; establishing the carbon footprint assessment standards and related databases adapting to the situation of the mainland of China; balancing operability and accuracy of assessment system to promote efficient assessment of early implementation.
