By summarizing the general laws of urbanization and the evolution process of China’s urbanization, it’s found that there are amazing achievements for Chinese exploratory urbanization, and still many shortcomings. The main reason is a lack of stable standard to measure the quality of urbanization. This paper puts forward that human settlements is the important standard to measure the quality of urbanization is put forward. From the current situation of urban problems, it discusses the necessity: land urbanization is faster than the population urbanization; the process of urban-rural integration is slow; the contradiction between supply and demand of city water is sharp; the air pollution is particularly serious.
