Abstract:In recent years, disasters happen frequently in village areas, which have caused serious losses. Therefore, it is of great significance to draw a comprehensive disaster prevention plan, but specific drafting struggles to make progress. The village comprehensive disaster prevention plan should be unique rather than completely follow the urban one. The paper analyzes problems of the plan, including the imperfection of instructional legal system, and compiling system as well as difficulty in governing. According to the experience of American and Japanese comprehensive disaster prevention plan, the paper proposes that Chinese plan should improve the legal and compiling systems, pay emphasis on the practice of the plan, the construction of refuge space and explore new mechanisms to practice the plan, by taking Songbai Town as an example .
