Based on the perspective of environmental performance, this paper analyzes the policy-making background, institution, functions and personnel constitution of planning organizational system from three aspects of environmental functions, environmental demands and environmental facility management. It comes to a conclusion that the current organization system in China lacks coordination of environmental planning, environmental demands and optimizing power. Institutional settings and staffing are not conducive to environmental performance. The paper also puts forward inter-department coordination inventory based on environmental performance and preliminary suggestions such as improving the planning commission mechanism relying on the legislative law amendment.
