It is proposed that to realize the goal of national governance ability of the modern reform on the 3rd Plenary Session at the 18th CPC conference in order to cope with the connotative development requirements of new urbanization. Community is the basic unit of social life, as well as the cornerstone of social governance, and community planning is an effective way of community development. It has theoretical and practical significance to extend the connotation of community planning to the extent of community governance. This article explores the foundation and opportunities for deepening social governance innovation based on the analysis of three basic concepts of community, community planning and social governance. Meanwhile,taking the first city community development planning in Chongqing city as an example,this paper discusses the local ways of community planning in the view of social governance innovation.It’s found that the key to realize the community governance even community development is public participation in the whole process of community planning and effective action plans. Due to the great differences in the level of natural, humanistic and economic areas, exploring the local way of community planning is the fundamental guarantee to realize the value of the community planning.
