From “Polar Nucleus” to “Equilibrium” —A Dream of Taking Small Towns Construction With Wisdom to Help the New Urbanization in China

    Abstract:

    China’s rapid development of urbanization in the past 30 years, presented relatively single development bias of metropolis and central city and development trend of unilateral polarization. The unilateral polarization development, on the one hand will give big cities and metropolis more opportunities that should been given to small towns and lead to the lunatic pace of development for big cities and metropolis; on the other hand, the fundamental supporting function that small towns used to play in the urban system is vanishing which in turn makes the system more dependent on big cites and metropolis. As a result, a series of problems arose such as development elements shortage, environmental and social crisis. With widespread adoption of information and artificial technology,a reform for traditional urbanization is at hand, the historical opportunity is now confronted with small towns. During the process of urbanization, we should recognize not just the prospect but uncertain factors along the way so as to accordingly adjust polices, which means to combine technology and government authority together. To accomplish the goal of achieving new urbanization development, which is to build a ecological,low-carbon and intellectual city, we need to attach great importance to the development of small towns and blaze a updown trail of the urbanization development in order to obtain a balanced growth.
