The paper analyzes current situation, trend and existing problems of basic public services equalization. In the context of new urbanization, it presents the value and significance of study on the countermeasure frame of the basic public services equalization in urban fringe area. According to the model of policy process theory, the research contents and methods are established under the logic basis of identification of problems, countermeasure studies and optimization of application. And then, it designs the scientific research framework which integrates methods of boundary value, performance evaluation, linear regression and analysis model. Under the background of imbalance development of town and urban areas, the study on the basic public services equalization in urban fringe area can be used to solve the significant problems in the critical field of new urbanization problems.
