Abstract:Public rental housing (PRH), so-called Sandwich Class, is a solution for the lowincome people and new employees. However, the problems of the public service facilities in the PHR community appear obviously, such as a lack of pertinent planning and a lagged supply. Based on the data obtained in questionnaire surveys of Minxinjiayuan PRH community in Chongqing, this paper analyzes the characteristics of residential groups and their special demand and the law of development for different types of public service facilities. From the perspective of local residents, this paper aims to build needs hierarchy of the public service facilities of survival, social participation and development. Moreover, in accordance with the characteristics of demands of differentiation, convenience and quality enhancement, this paper proposes that the planning should meet the differentiated needs of residents based on the dynamic programming, and advocates that the planning should combine regional governance and transit oriented development, and implement stage planning and classified guidance with the development of the PRH community.
