Abstract:Public rental housing (PRH) is a solution for the low-income people and new employees ,so called "Sandwich Class",whom have residential problem .But the problems of the public service facilities in the PHR community appear obviously, such as lack of pertinent planning and a lagged supply. Based on the data obtained in questionnaire surveys of Minxinjiayuan PRH community in Chongqing, the study analysis the residential group characterisics , their special demand and the law of development. for different types of public service facilities From the perspective of local residents ,this paper aims to build a needs hierarchy of the public service facilities by survival ,social participation and development .Moreover , In accordance with the demands of differentiation ,convenience and quality enhancement ,this aper peproposes to meet differentiated needs of the residential based on the dynamic programming ,advocate combining the area as a whole and transit oriented ,and implements stage planning and classified guidance with the development of the PRH community.
