The implementation of National Strategy of West Coast presents historic development opportunities and challenges to many towns in southeast coastal areas. This paper takes Shishi city as an example, discussing the problems and solutions of urban spatial structure and industrial development under the new conditions. Through the planning practices of the east area of Shishi central district, it illustrates the development ideas and planning strategies for the urbanization of small and mediumsized cities by upgrading the functions of central area.
