By studying the planning and design of Jiming Sansheng conference site in Bijie, Guizhou, this article is to explore the creative pattern of the red tourism development in the revolutionary areas. It proposes that the theme-scene-experience pattern, as the leading mode of red tourism development on the scenic spots in the planning and design will change visitors’ conventional tourism into active participation, promote economic development of the revolutionary areas and the enhancement of the cultural connotations, and finally achieve sustainable development. It’s expected that this innovative development pattern will provide a reference for the red tourism development of other similar revolutionary areas.
