| 我国进入以城市更新为主的高质量发展时期,更新过程是基于产权、事权、财权的空间形态再优化,亟需聚焦街区或地块尺度的空间开发管理制度,从单纯的技术理性转向综合属性。然而,当前我国的城市设计制度构架并不清晰,存在设计如何支撑更新的制度关系不明确、管控的精细化程度不够、配套政策创新工具箱缺失、审查和许可制度不合理等问题。本文从当前制度改革的紧迫需求出发,梳理国内已经涌现的面向城市更新的地方城市设计制度探索,引介发达国家城市设计制度的适应性优化经验,对我国面向更新需求的城市设计制度构建提出建议,即建立适配更新需求的设计审查和工程许可制度,出台面向街区尺度的精细化形态准则,探索基于形态设计的奖补制度。 |

| Optimization of Urban Design System in the Era of Urban Regeneration |

| Abstract: |
| China has entered a period of high-quality development dominated by urban regeneration. The regeneration process is based on the spatial form optimization of property rights, administrative rights, and financial rights. It is urgent to focus on the spatial development and management system at the block or plot scale, shifting from simple technical rationality to comprehensive attributes. However, the current institutional framework for urban design in China is not clear, and there are many problems, such as unclear institutional relationships on how design supports updates, insufficient refinement of design control, lack of innovative toolboxes for supporting policies, and unreasonable review and licensing systems. Starting from the urgent need of current institutional reform, this paper sorts out the emerging exploration of local urban design system for urban regeneration in China, introduces the adaptive optimization experience of urban design system in developed countries, and puts forward suggestions for the construction of urban design system for regeneration demand in China.The suggestions include establishing a design review and engineering permit system that adapts to update needs, introducing refined form guidelines for block scale, and exploring a reward and compensation system based on form design. |
