国土空间规划背景下碳排放福利绩效模型构建及其低碳竞争力评价

摘要:
“双碳”背景下,如何实现在有限碳排放空间内释放更大的经济社会福利效益,是当前国土空间低碳发展亟待解决的难题之一。立足于国土空间新的理念与体系,以“生态福利绩效”为理论依据,生态系统价值测度为核心方法,文章尝试建立碳排放和国土空间综合福利水平间关联分析框架及测度模型(即碳排放福利绩效模型)。进而,以江苏省64个县域单元为对象,引入空间自相关分析及三维矩阵模型,深度刻画江苏省碳排放福利绩效的空间分异特征并划定县域低碳竞争综合能力类型,为有效实现“双碳”发展与国土空间用途管制提供理论与方法支撑。研究结果:①江苏省碳排放福利绩效(WPCE)的数量结构呈现“苏南领跑”(22.96%的碳排放量产生了55.01%的福利效益)的数量结构特征,苏南、苏中、苏北地区分别为29.12万元/吨、8.44万元/吨、6.53万元/吨;②WPCE的空间结构呈现“南高北低-双核集聚”的特征,高-高集聚(H-H)区集中分布于南京市的浦口区-江宁区和苏州、无锡市的张家港市-江阴市,并形成“双核”,低-低集聚区(L-L)主要分布在苏北地区的淮安市、宿迁市及其周边区域;③从“碳排放-碳绩效-福利”关系出发,江苏省低碳竞争力类型被划定为四类,分别高竞争型(Ⅰ类,11个)、机遇型(Ⅱ类,5个)、挑战型(Ⅲ类,27个)、低竞争型(Ⅳ类,21个),其中挑战型(Ⅲ类)为主导类型,占比42.18%。

Construction of Well-Being Performance of Carbon Emissions Model and Its Low-Carbon Competitiveness Evaluation Under The Background of Territorial Spatial Planning

Abstract:
Under the background of " double carbon ", how to realize the release of greater economic and social welfare benefits in the limited carbon emission space is one of the urgent problems to be solved in the current low-carbon development of land space. Based on the new concept and system of territorial space, taking " ecological welfare performance " as the theoretical basis and ecosystem value measurement as the core method, this paper attempts to establish a correlation analysis framework and measurement model (carbon emission welfare performance model ) between carbon emission and comprehensive welfare level of territorial space. Then, taking 64 county units in Jiangsu Province as the object, the spatial autocorrelation analysis and three-dimensional matrix model are introduced to deeply describe the spatial differentiation characteristics of carbon emission welfare performance in Jiangsu Province and delineate the types of low-carbon competition comprehensive ability in counties, so as to provide theoretical and methodological support for the effective realization of " double carbon " development and land and space use control. The results show that : 1 The quantitative structure of carbon emission well-being performance ( WPCE ) in Jiangsu Province presents the quantitative structure characteristics of ' Sunan leader ' ( 22.96 % of carbon emissions produce 55.01 % of well-being benefits ). The southern, central and northern regions of Jiangsu Province are 291,200 yuan / ton, 84,400 yuan / ton and 65,300 yuan / ton, respectively. The high-high agglomeration ( H-H ) areas are concentrated in Pukou District-Jiangning District of Nanjing and Zhangjiagang City-Jiangyin City of Suzhou, Wuxi, and form a ' dual core '.Low-low agglomeration areas ( L-L ) are mainly distributed in Huai 'an City, Suqian City and its surrounding areas in northern Jiangsu. ( 3 ) From the perspective of ' carbon emission-carbon performance- well-being ' relationship, the types of low-carbon competitiveness in Jiangsu Province are divided into four categories, namely, high-competitive type ( Class I, 11 ), opportunity type ( Class II, 5 ), challenge type ( Class III, 27 ), and low-competitive type ( Class IV, 21 ).Among them, the challenge type ( Class III ) is the dominant type, accounting for 42.18 %.
