| 区域协调发展战略是新时代国家重大战略之一。经过几十年来的上下协同，区域合作规划实施的相关研究对象、深度不断拓展，但受到现代西方“个体理性”认识论的影响，区域合作容易陷入“囚徒困境”，造成规划没有很好实施落地、规划实施不成体系、规划实施重点不明等问题。研究引入关系理论，从区域不同合作主体的关系特征、作用机制等方面探析区域合作规划实施背后隐含的逻辑，探索构建了“三个定”的区域合作规划实施策略技术路径，即“定指引”，通过明确规划指引先推动合作双方提升合作意识，“定项目”，通过策划出台一批实际项目推动合作实施，“定标准”，通过统一标准打破壁垒。然后，以川渝地区合作规划实施为例，探索了“三个定”的具体应用，以丰富我国区域合作规划实施的相关研究，也为其他地区的跨区域合作提供参考。 |

| The strategy of coordinated regional development is one of the major national strategies in the new era. After decades of cooperation, the scope and depth of research on the implementation of regional cooperation planning have been expanding. However, under the influence of the modern Western epistemology of "individual rationality", regional cooperation is prone to the "prisoner's dilemma". It Results in the planning is not well implemented on the ground, the implementation of the plan is not systematic, the implementation of the plan is unclear. The study introduces relational theory to explore the hidden logic behind the implementation of regional cooperation planning from the characteristics and mechanisms of different cooperation entities in the region. It explores the construction of a "three fixed" regional cooperation planning implementation strategy and technical path, namely "definite guidelines", promotes cooperation awareness of both parties through clear planning guidelines, "definite project", promotes cooperation implementation through planning and issuing a batch of practical projects, and "definite standard", breaks barriers through unified standards. Besides, we take the implementation of cooperation planning in Sichuan-Chongqing region as an example, the paper explores the application of "three rules" in order to enrich the relevant research on the implementation of regional cooperation planning in China and provide reference for cross-regional cooperation in other regions. |
