土地集约利用评价是一种重要的土地资源管理工具,对于实现土地资源的可持续利用和促进经济、生态、社会的协调发展具有重要的意义。本文从宏观尺度进行城市土地集约利用情况的分类识别与横向比较研究,以江汉平原地区21个不同类型行政级别的城市中心城区为研究对象,通过遥感解析与地理信息数据分析方法批量识别建设用地区域,以准确提取研究范围,在此基础上,构建多层次多维度的土地集约利用评价指标体系,运用熵权法以及K-means聚类分析方法对上述中心城区土地集约利用程度进行分类研究,旨在揭示市级城市、省直管城市、县级城市等不同行政级别管辖差异下中心城区土地集约利用的分异情况,为城市因地制宜地推进高质量发展提供支撑依据。 |

The evaluation of intensive land use is an important tool to evaluate the degree of land intensive use. It is of great significance for realizing the sustainable use of land resources and promoting the coordinated development of economy, ecology and society.In recent years, research on the evaluation of intensive urban land use at home and abroad has mainly focused on urban agglomerations, provinces, cities and other scales in terms of research scale, and mainly involves developed coastal cities or provinces with strong economic foundations. There is a lack of research on cities at different administrative levels. A comparative study of intensive land use. In fact, under China’s land development rights allocation framework, which centers on the level-by-level allocation of land use indicators, cities at different administrative levels enjoy unequal land development rights. Specifically, cities with higher administrative levels have a stronger say in the allocation of land use indicators, and can obtain relatively more indicators for new urban construction land and fewer indicators for cultivated land protection tasks. However, it remains to be revealed what the differences are in the degree of intensive land use in cities at different administrative levels, and whether high-level cities with more say in urban construction land indicators show higher degrees of intensive land use.Therefore, this article selects Xiaogan City, Jingzhou City, Jingmen City, Tianmen City, Xiantao City, and Qianjiang City in the Jianghan Plain of Hubei Province as the research area. Xiaogan City, Jingzhou City, and Jingmen City are prefecture-level cities, and Tianmen City, Xiantao City, Qianjiang City is a city under the direct administration of the province. A total of 6 cities, 9 county-level cities and the central urban areas of 6 county towns are used as research samples. From a macro scale, the classification, identification and horizontal comparison of intensive urban land use are studied, and through remote sensing analysis Use the geographical information data analysis method to identify construction land areas in batches to accurately extract the research scope. On this basis, 12 indicators (area average) were selected from three aspects: land input intensity, land utilization degree, and land output benefit. Investment in fixed assets, general public budget expenditures per area, urban employees per area, urban construction land area per capita, population density, road network density, output value of secondary and tertiary industries per area, fiscal revenue per area, disposable income per capita of urban residents, The average total retail sales of consumer goods, green coverage rate, and sewage treatment rate) were used to construct an evaluation index system for intensive urban land use in the Jianghan Plain area, and the entropy weight method and K-means cluster analysis method were used to classify the degree of intensive land use in the above-mentioned central urban areas. The research aims to reveal the differentiation of intensive land use in central urban areas under different administrative levels such as municipal cities, provincial cities, and county-level cities, and provide support for cities to promote high-quality development according to local conditions. The evaluation results show: (1) The urban intensive evaluation results of municipal-level urban districts are 2 moderate utilization and 1 low utilization (2) The urban intensive evaluation results of provincial-level cities and districts are all low utilization (3) County The urban intensive evaluation results of the first-level urban area are 4 intensive utilization, 5 moderate utilization, and 6 low utilization. That is, the central urban areas of cities (prefecture-level cities, provincial-level cities) with higher administrative levels in the Jianghan Plain area have lower intensive land utilization; while the central urban areas (counties) of cities with lower administrative levels have less intensive land utilization. higher. To this end, it is recommended that central urban areas of municipal-level cities need to further strengthen the intensive and economical use of land, strictly control urban spatial growth boundaries, optimize urban spatial structure, clarify the focus of urban development, improve the sharing and aggregation effect of various facilities, and avoid blind spread of urban space; recommendations County-level central urban areas classify policy areas to optimize land intensive use. For cities with high land output benefits and low land input intensity, the land input intensity should be appropriately increased to make the three types of index structures more reasonable. For example, the government wants to increase land investment Strengthen efforts to increase capital investment in infrastructure, public facilities and fixed assets; for cities with high land investment intensity and low land utilization, they should increase their urban population density, road network density, etc., and appropriately guide population distribution through policies.
