以荷兰国家-省-市三级空间规划为案例,分析放权改革背景下荷兰空间规划的协同传导方式及机制。研究表明,荷兰空间规划以物质生活环境为规划对象,以环境愿景、环境规划为重要抓手,以行政区与地区议程区为空间治理单元,从目标任务对接、空间单元设置和协同评估三个方面共同加强空间规划的协同性和传导性,既考虑了规划自上而下的连贯性,又兼顾了规划多级合作的互动性。对我国国土空间规划的启示在于:要收放结合地推进国土空间规划运行和传导,包括国土空间开发保护底线管控要求、简化程序的规划审批权的“收”和下级政府规划解释权、规划管理方式的“放”;加强多样化的空间单元设计和规划安排,探索形成行政区和特殊区两类空间单元模式;抓紧形成权、责、利相匹配的国土空间规划体系,重视规划立法、各级政府责任清单编制以及乡镇规划做精做细等相关工作。 |

Experience and Enlightenment of Synergistic Transmission of Netherlands Spatial Planning in the Context of Decentralization Reform |

Abstract: |
This paper takes the national-provincial-municipal spatial planning of the Netherlands as a case study to analyze the synergistic transmission methods and mechanisms of spatial planning in the Netherlands under the context of decentralization reform. The research shows that the Netherlands spatial planning takes the physical living environment as the planning object, the environmental vision and environmental planning as the important grasp, and the administrative district and the “regional agenda” area as the spatial governance unit, and strengthens the synergy and conduction of spatial planning in three aspects together, namely, the alignment of objectives and tasks, the setting of spatial units and the synergistic assessment, considering both the top-down coherence and the interaction of multi-level cooperation. The enlightenment to our country's territorial spatial planning lies in: first, we should promote the operation and transmission of territorial spatial planning in a combination of retraction and release, including the "tightening" of the control requirements of the bottom line of national land spatial development and protection, the "tightening" of the planning approval power of the simplified procedure, the "loosening" of the local government's power of planning interpretation, the "loosening" of the planning management mode; second, we should strengthen diversified spaces unit design and planning arrangements, explore the formation of two types of space units, administrative districts and special districts; third, we will speed up the formation of a territorial planning system that matches rights, responsibilities, and benefits, attaching importance to relevant work such as planning legislation, compiling lists of responsibilities of governments at all levels, and making thorough and detailed plans for town-level land space planning. |
