| 我国城市建设正从以土地财政为
动力的扩张式粗放发展模式,转型到以高
质量为导向的内涵式精细发展模式,之前
快速城市生产与城市日常使用过程中产生
的大量“边角废料”和“非正式使用”地
块,逐渐沉淀并表征为影响城市高质量发
展的“畸零地块”。通过梳理国内外近二十
年的相关研究与实践,发现畸零地块是密
切影响城市微更新实践的直接和重要因素,
比对辨识畸零地块相近概念内涵后,揭示
并归纳出畸零地块的三个典型特征,针对
畸零地块的特征及其融入城市微更新实践
的路径探讨,提出由市区级逐步下沉到以
街道办治理为主体,以充实和创新街道办
功能为导向,包括“自上而下”与“自下
而上”相结合、“社会支持”与“技术支持”
相结合、“现状更新”与“精细运维”相结
合三个方面的路径思考,为畸零地块治理
融入城市微更新的实践提供参考。 |

| Urban construction in China is currently undergoing a profound transformation, shifting from
an expansive and extensive development model that has long been driven by land finance toward a
more intensive and refined development paradigm oriented toward high quality. In the earlier stages of
rapid urban production and daily urban use, a vast quantity of “leftover scraps” and “informally used”
plots emerged; over time, these spaces have gradually accumulated, solidified, and manifested as what
is now termed “residual plots” —a distinct category of urban spaces that actively hinders the
achievement of high-quality urban development. Through a comprehensive review of relevant domestic
and international research and practical experiences spanning the past two decades, it becomes evident
that Residual Plots represent a direct and significant factor closely intertwined with the practice of
urban micro-renewal. By comparing and discerning the conceptual connotations of terms analogous to
residual plots, three typical characteristics of such spaces are revealed and systematically summarized:
morphological irregularity, informal usage patterns, and a tendency toward negative evolution. In light
of these defining features and in exploring viable pathways for integrating residual plots into urban
micro-renewal practice, this study proposes a multi-level governance framework that gradually
descends from municipal and district levels to prioritize subdistrict offices as the primary actors, guided
by the overarching aim of enriching and innovating the functions of subdistrict administrative units.
Specifically, this governance framework emphasizes three integrated strategic dimensions: first, the
combination of “top-down” and “bottom-up” approaches, ensuring that policy guidance and resource
allocation from higher authorities are effectively harmonized with community-initiated actions and
localized needs; second, the coupling of “social support” and “technical support,” whereby policy
incentives, community engagement, and organizational resources are aligned with advanced planning
tools, ecological assessments, digital management platforms, and spatial intervention technologies; and
third, the balance between “current renewal” and “refined operation and maintenance”, highlighting the
necessity of not only transforming these plots in the short term but also establishing sustainable, longterm
management mechanisms to preserve their functionality and social value.To elaborate, the “topdown
and bottom-up” combination addresses the often fragmented and informal nature of residual plots
by empowering subdistrict offices with enhanced approval authority, coordination capacity, and funding
management roles, while simultaneously creating formal channels for resident feedback and
community-led proposal submission. The “social and technical support” pairing tackles the
morphological irregularity and scattered distribution of such plots through innovative mechanisms such
as flexible land-use arrangements, shared-property agreements mediated by subdistrict offices, and the
integration of GIS, BIM, and IoT-based monitoring systems to enable precise mapping, evaluation, and
adaptive reuse. Lastly, the “current renewal and refined operation” nexus counteracts the tendency
toward negative evolution by designing full-cycle governance protocols that include participatory
maintenance schemes, performance-based contracting, digital platforms for usage tracking and
reporting, and incentive structures to encourage ongoing community stewardship.These three strategic
directions collectively form a structured, actionable reference for incorporating the governance of
residual plots into the broader practice of urban micro-renewal. They offer a responsive framework thatrecognizes the complexity and diversity of residual plots while providing scalable, context-sensitive solutions adaptable to different urban settings across China.
By doing so, the approach not only addresses immediate spatial and managerial challenges but also contributes to longer-term goals of social inclusion,
ecological sustainability, and resilient urban development.Furthermore, as illustrated in the attached research document, the evolving discourse on Residual Plots
highlights their dual nature as both constraints and opportunities. The comparative analysis of related concepts such as “leftover space”, “marginal land”, and
“informal use areas” underscores the nuanced positioning of residual plots within China’s urban transformation context. The proposed governance model aligns
with emerging practices observed in cities like Guangzhou, Shenzhen, and Shanghai, where experimental micro-renewal projects have demonstrated the
potential of integrated, street-level governance. The emphasis on subdistrict offices reflects a deliberate shift toward decentralized, community-embedded
management, which is particularly crucial for handling the small-scale, scattered, and often informally occupied plots that characterize residual plots.Ultimately,
transforming Residual Plots from neglected, underutilized, and often problematic spaces into actively managed, socially valued, and ecologically integrated
components of the urban fabric represents a critical step in advancing China’s transition toward truly high-quality, people-centered, and sustainable
urbanization. This integrated, three-pronged approach dose not only offer a practical pathway for micro-renewal implementation but also contributes to the
broader theoretical and policy discourse on urban regeneration, spatial justice, and adaptive governance in rapidly transforming cities. |
