中心区地上地下协同开发的详细规划管控研究 ——以溧水空港产业新城核心区为例

摘要:
中心区具有功能类型多、开发强度 高、人群流动性大的特征,是地上地下协同 开发的重点区域。但从详细规划管控来看, 存在规划深度不能完全满足管控需求、整体 开发目标与多建设主体难以协调、规划意图 难以管控建设实施等问题。针对以上难题, 首先,在详细规划中对地上地下在功能布 局、开发规模、空间竖向、景观环境等四大 关键维度进行系统布局。其次,从规划编 制、开发建设、精准管理三个方面探讨详细 规划层面的协同管控方法,包括统筹规划分 层,协同地上和地下系统;明确开发模式, 协同政府和市场关系;转译管控要点,协同 规划和管理要素。最后,以溧水空港产业新 城核心区为例,从实证角度探讨了四大关键 维度和三大管控方法的应用,以期为重点地 区的地上地下协同发展提供参考。

Abstract:
The central area has the characteristics of multiple functional types, high development intensity, and high population mobility, making it a key area for collaborative development between above ground and underground areas. However, from the perspective of detailed planning and control, there are problems such as insufficient planning depth in fully meeting control requirements, difficulty in coordinating overall development goals with multiple construction entities, and difficulty in controlling construction implementation based on planning intentions. To address the above challenges, firstly, a systematic layout of the four key dimensions of functional layout, development scale, spatial verticality, and landscape environment above and below ground should be carried out in the detailed planning. In terms of functional layout coordination, it reflects the mutual promotion and support between functions. The functions carried by underground space are complementary to those carried by aboveground space. Through cooperation, various functions can more efficiently support the operation of the urban center area. In terms of collaborative development scale, the underground space scale is calculated based on the above ground functional scale. However, when it is difficult to meet the supporting requirements of above ground functions due to geological and cost reasons, the underground scale can be coordinated on a larger scale through surrounding plots. In terms of vertical spatial coordination, it is closely related to the organization of above ground and underground transportation, especially in the complex terrain of the central area where the vertical planning of each floor needs to be considered comprehensively to achieve smooth connection between different levels of horizontal plots in the central area. In terms of landscape environment coordination, it is often necessary to enhance the underground space landscape environment through integrated design of “air-ground-underground”. Secondly, it should explore collaborative control methods at the detailed planning level from three aspects: planning formulation, development and construction, and precise management. The detailed planning and preparation should establish a hierarchical and coordinated system of “air-ground-underground” at the overall level, focusing on the hierarchical guidance of three-dimensional public spaces, determining the horizontal and vertical connection modes and the integration of above ground and underground functions of spatial nodes. It also should focus on guiding various public spaces closely related to air corridors, underground pedestrian streets, etc., controlling the development capacity, comprehensive transportation, public service facilities, municipal facilities, environment and urban style, spatial form, etc., expanding to the three-dimensional field, and coordinating the spatial relationships between above ground and underground in the central area with systematic thinking. In the development and construction process, the development mode should be clarified, and the hierarchical property rights and the construction and maintenance entities should be clarified. In addition, construction entities of each element and the later operation and maintenance methods should be clarified, in order to improve the practicality of planning and design results, achieve the full process coordination of “planning-construction-management”, anddifferentiate the detailed planning coordination and control methods for public spaces, semi-public spaces, and private space. Detailed planning is the direct basis for land development, and precise control should ultimately be implemented in the plan. The unit plan focuses on the block as the control object, paying more attention to the overall systematicity, especially clarifying the collaborative system between land parcels. The block map focuses on land parcels as the control object, paying more attention to the accuracy of individuals, especially the coordination accuracy between aboveground and underground. Incorporating planning and design points into land transfer conditions is an important way to implement planning, design intentions, and strengthen control. Finally, taking the integrated development of 12 plots in the core area of Lishui Airport Industrial New City as an example, this paper empirically explores the collaborative effectiveness of the core area of Lishui Airport Industrial New City at the three levels of “air-ground-underground” in four key dimensions: functional layout, development scale, spatial verticality, and landscape environment. It also provides a detailed introduction to how to coordinate the planning in different layers, clarify the collaborative control content of different layers, the construction content and responsibilities of each construction subject, and formulate unit maps and block maps of the detailed planning control points, which are included in the land transfer conditions. The unit plan is based on 12 plots as blocks, with control clauses including spatial form, functional guidance, traffic flow, underground space, interface type, and architectural design/environmental design. The underground space control line on the block map reflects the precision of land parcel collaboration, clarifies the specific location of collaboration, and ensures that the core axis needs to be finely designed for public underground space areas, municipal pipelines, and seamless connection with the underground ring road.
