——以武汉市为例:超大特大城市积极稳步实施城中村改造是改善民生、扩大内需、推动城市高质量发展的一项重要举措。本研究基于超大城市武汉市4个城中村安置区的田野调查,从制度安排和政策响应探析城中村更新利益共享的制度缺陷和现实困境,发现城中村更新利益共享不仅受更新模式、住房补偿政策、利益共享模式等制度缺陷的影响,而且因不同主体趋利避责、政策响应分化面临“村集体和开发商合谋寻租”“乡村精英利益俘获”“弱势村民抗争获利”等现实困境。未来应尝试实施政府与市场合作、多主体利益共享的更新模式,剩余发展权补偿与容积率管制并行,试行财产税和增值税,设置奖惩制度加强城中村更新实施过程监管等优化路径,以完善城中村更新利益共享机制,提高城乡空间治理水平。 |

The Optimization Paths in the Interest-sharing of Urban Village Renewal in Megacities from the Perspective of Spatial Governance |

Abstract: |
The renewal of urban villages is an important measure to optimize the land structure and achieve high-quality urban development. Taking Wuhan as an example, based on the perspective of fairness and efficiency, this study analyzes the institutional flaws and realistic predicaments of the interest distribution in the urban village renewal from the institutional arrangement and policy behavior response. The results showed that there are defects and deficiencies in the institutional arrangement such as renewal mode, housing compensation policy. The differentiation of urban village groups and policy response differences lead to the realistic predicaments. This study puts forward the optimization path of the interest-sharing of urban village renewal. For example, implement the compensation of residual development right and the control of homestead plot ratio, set up reward and punishment system in the implementation process of urban village renewal. |
