| 尝试从高速度与高质量的经济战略目标
导向视角入手解释新中国成立后中国城市发展方
式的内在演变逻辑。研究显示，高速度和高质量
是经济战略选择的两个不同方向。新中国成立后
的计划经济时期由于缺乏土地出让制度，为满足
重工业高速发展所需要的原始积累，中国城市发
展经历了被动紧缩的过程；改革开放以后，随着
土地使用制度的变革，城市成为了地方政府融资
的财政来源，城市发展的高速度取代了重工业发
展的高速度，成为经济发展的重心，城市发展开
始进行大规模的外延扩张；而进入经济新常态时
期后，高质量成为宏观经济战略的焦点，中国的
城市发展进入了以内涵提升为主的发展新时期。
本研究认为，中国城市发展方式具有阶段性特
征，而高速度与高质量的经济战略选择是解释中
国城市发展方式的内在逻辑。 |

| The Historical Evolution of China’s Urban Development Pattern After the Founding ofthe People’s Republic of China: From the Perspective of High-Speed and High-QualityEconomic Development |

| In the second half of urbanization, the transformation of urban development mode
from extension expansion to connotation promotion has gradually become the consensus of
policy-making and academic research. Transformation refers to the transformation of the state of
the research object. To investigate the evolution of China’s urban development mode and clarify
the logic behind its evolution can help us better understand the significance and characteristics of
the transformation of urban development mode. Based on the perspective of historical evolution,
after the founding of new China, Chinese cities have not been in the state of extension expansion,
but have roughly experienced a historical process of passive contraction, extension expansion
and connotation upgrading in the time dimension. The evolution process is adjusted with the
changes of the overall macroeconomic development strategy stage.
From the perspective of high-speed and high-quality economic strategic goal orientation,
this paper attempts to explain the internal evolution logic of China’s urban development mode
after the founding of the People’s Republic of China. Research content shows that high speed and
high quality are two different directions of economic strategy choice. In the planned economy
period after the founding of the People’s Republic of China, due to the lack of land transfer
system, China’s urban development experienced a process of passive contraction in order to
meet the original accumulation required by the high-speed development of heavy industry. After
the reform and opening up, with the change of land use system, the city became the financial
source of local government financing, and the high-speed development of the city replaced the
high-speed development of heavy industry. It has become the focus of economic development,
and China’s urban development has begun to expand on a large scale. After entering the new
normal period of economy, high quality has become the focus of macroeconomic strategy, and
China’s urban development has entered a new development period focusing on the enhancement
of connotation. The conclusion of this paper is that the mode of urban development in China is
characterized by stages, and the choice of high-speed and high-quality economic strategy is the
internal logic to explain the mode of urban development in China. |
