| 国土空间规划体系是指导我国空间
可持续发展与各类开发建设活动的核心 [1] 。
其中，城市开发边界作为城市空间管控的主
要引导和控制指标，是探索内涵式、集约型、
绿色化高质量发展新路子的重要内容。丘陵
地区特别是处于快速发展期的中小城市，具
有较敏感的环境要素、独特的地形地貌和城
市快速发展等特征。本文在领会《市级国土
空间总体规划编制指南（试行）》精神的基
础上，结合相关工作实践，对国土空间视角
下城市开发边界的内涵进行了讨论，并根据
丘陵地区的城市特点和发展需求，制定了此
类城市开发边界的划定模式。最后以四川省
射洪市国土空间总体规划实践为例，探索在
国土空间新时代新要求下，如何在划定丘陵
地区中小城市的城市开发边界时处理好保护
与开发、协调与统筹、管控与引导以及动态化
实施管理等相关问题的可行之法。 |

| Abstract: |
| The land and space planning system is the core of guiding my country's
sustainable space development and various development and construction activities.
Among them, the urban development boundary, as the main guide and control indicator
of urban space management and control, is an important content of exploring new ways
of connotative, intensive, green and high-quality development under the guidance of
ecological civilization and overall national security. Small and medium-sized cities
in hilly areas have more sensitive environmental elements, unique topography and
features of rapid urban development. This article discusses the connotation of urban
development boundaries from the perspective of territorial space based on the spirit
of the city-level guidelines, combined with relevant delineation experience, and
formulates such types according to the urban characteristics, development needs and
development opportunities of hilly areas. Finally, taking the practice of land and space
master planning in Shehong City, Sichuan Province as an example, it explores how to
deal with protection and development, coordination and overall planning, management
and control of small and medium-sized cities in hilly areas when delimiting urban
development boundaries under the new requirements of the new era of land and space.
A feasible method to guide and dynamically implement management and other related
issues is finally achieved.
After proposing the research background, the paper is divided into four parts, namely, the
theoretical methods and pilot experience of the city, the connotation of the urban development
boundary from the perspective of land space, and the exploration and summary of the
development boundary technology of small and medium-sized cities in hilly areas.
The first part interprets the existing theoretical methods for delimiting urban development
boundaries, compares the practical results of cities in hilly areas and plain cities, and finds
that the current research on urban development boundaries mainly focuses on large cities and
plain cities, and for hilly areas. There are relatively few studies in small and medium cities.
Therefore, discussing the issues related to the delimitation of the development boundary of small
and medium-sized cities is of certain significance for small and medium-sized cities to deal with protection and development, coordination and overall planning, management and guidance, and dynamic implementation management from
the perspective of land space.
The second part interprets the connotation of urban development boundaries in the new era based on the Guidelines for the Compilation
of Municipal-Level Land and Space Master Plans (Trial) (hereinafter referred to as “Guide”). In order to achieve the accurate positioning of the
incremental stock indicators, the exploration of land use methods corresponding to the indicators in terms of scale control, management and
control methods and development guidance for various land use within the development boundary has been carried out.
The third part firstly summarizes the delineation model based on the characteristics of small and medium-sized cities in hilly
areas. Then it is divided into four steps: using the double evaluation conclusions to frame the initial analysis scope; combating
the influence factors and determining the three major divisions; following the requirements of standard control and control,
determining the land for three major districts; checking, modifying and adjusting, and delimiting the final boundary. Then taking
the practice of delimiting the urban development boundary of Shehong City as an example, it illustrates the specific operations of
these four major steps.
The fourth part summarizes the content of the article. It’s expected that it will have a certain demonstration and reference
significance for the development of land space and scientific and effective management of small and medium-sized cities in hilly areas. |
