| 国土空间规划体系要求将城市与乡
村共同纳入规划范围，如何解决城乡空间协
调问题成为规划的重要内容。做好城乡协调
工作，首先要了解城乡关系的本质。从城乡历
史视角出发，通过梳理夏朝至今的城乡关系
的历史演变规律，从中寻求城乡关系对规划的
启示。城与乡并无地位高低，也不是天然隔离
发展，城乡可寻找一个发展平衡点。过去虽然
开展了很多城乡统筹规划实践，但忽略了这三
个规律，因此存在较多问题。针对这三个规
律，提出城乡空间协调规划工作优化建议，建
议编制规划的前提是要改变城乡不平等的角
色定位、注重建立城乡平等的规划平台、打开
城乡经济社会融合的双向通道、塑造城乡平
衡发展的区域品牌，以实现城乡同步提升、共
同发展，最终实现城乡协调发展目标。 |

| Suggestions on the Optimization of Spatial Coordinated Planning Under the Historical Evolution ofUrban-Rural Relationship in China |

| The land space planning system requires that the urban and rural areas should be
integrated into the planning scope. Also, it’s the important content in the planning how to solve
the problem of urban and rural space coordination, and the coordination of the urban and rural
areas should be well done, and the essence of the relationship between the urban and rural areas
should be firstly understood. In May 2019, the Central Committee of the Communist Party of
China (CPC), on the establishment of the land space planning system and the supervision and
implementation of several opinions, it puts forward that it is clear that the land space planning
system should be established. The land space planning focuses on the coordinated development
of the urban and rural areas, and the urban and rural coordination is closely related to the
relationship between the urban and rural areas. The coordination of urban and rural areas needs
to be analyzed from the historical perspective and the analysis of the practical problems arising
from the coordination of urban and rural space planning. Based on the historical perspective and
the problems existing in the overall planning and practice of the urban and rural areas, it puts
forward some suggestions on the coordination of the urban and rural relations in the new round
of land space planning.
For the understanding and division of the relationship between urban and rural areas, the
academic community expounds the relationship between urban and rural areas in China from
different perspectives, such as economy, politics, humanities, population and so on. However,
the period of the study is mainly for modern times, for the founding of the people undefines
Republic of China and a longer period to know little. China is an ancient country with more than
2 000 years of civilization, and the relationship between urban and rural areas presents different
characteristics at different stages. It is manifested in the changes of space and economy during
the feudal dynasty, the rural construction movement at the beginning of the 20th century and the
fluctuation of the urban-rural relationship affected by the policy since the founding of the people
undefines Republic of China. The economic development dividend brought by rapid urbanization
since the reform and opening up covers up the urban and rural problems such as rural recession,
population loss, and economic stagnation and so on, but the consequences of the unbalanced
development between urban and rural areas are dangerous. We do not understand the important
contents of urban and rural role positioning, how to integrate urban and rural development and
the balance between urban and rural areas.
From the beginning of the 15th National Congress of the Communist Party of China,
to the present land space planning system, the State constantly puts forward the policy on the coordination of urban and rural areas, and the lack of the urban and rural space coordination arrangement and the rapid urbanization caused
the disorder of urban and rural construction. This paper puts forward a series of approaches to the planning practice of urban and rural space
coordination. In the past, although many urban and rural integrated planning practices have been carried out, the specific content is related to
the development of urban and rural material space, infrastructure and so on. In addition, there are no more references for how the urban and
rural residents have the same development opportunity and how the urban and rural people reach the value coordination. The planning practice
is not comprehensive in the aspects of the urban-rural location inequality, the local and urban-rural integration, and the lack of guidance in the
development of urban and rural areas.
In the current urban-rural coordination work, it is easy to ignore the connotation of the essence of the urban-rural relationship: there is no status
between the city and the township, nor is it a natural isolation development, urban and rural areas should be able to find a development balance of the
three contents. In view of these three laws, this paper constructively puts forward some suggestions for the optimization of urban and rural spatial
coordination planning, and suggests that the premise of planning should change the role orientation of urban and rural inequality. Planning should
pay attention to the establishment of urban and rural equality planning platform, open the two-way channel of urban and rural economic and social
integration, and shape the regional brand of urban and rural balanced development to promote urban and rural areas synchronously and develop
together. We should not only solve the problem of sharing the material environment, but also make the citizens and farmers enjoy equal rights and
interests, realize the common development of cities and villages, and finally achieve the vision of social equality, coordination between urban and
rural areas, and orderly regional development. |
