| 从土地利用规划提升雨洪承灾能
力的作用机制以及雨洪管理目标下的土地利
用规划研究与行动两个方面梳理了目前提
升雨洪承灾能力的土地利用规划的研究进
展。已有研究中，土地利用与雨洪过程之间
的双向影响机制以及土地利用规划对提升
雨洪承灾能力的作用机制等还需进一步深
入，土地利用的雨洪承灾能力评价体系、提
升雨洪承灾能力的土地利用空间结构优化
模式及其关键控制要素体系等亟待构建。基
于已有研究及其问题，提出了提升城市雨洪
承灾能力的土地利用规划研究趋势和未来
的研究议题，包括雨洪承灾能力评价、土地
利用动态调适机制以及强调评估与反馈的
土地利用规划框架。 |

| Land Use Planning for Improving the Disaster-carrying Capacity Against Storm Water—A Review |

| Abstract: |
| The current research of land use planning for improving the disaster-carrying capacity
against storm water were reviewed from two aspects: 1.the mechanism of land use planning to
improve the disaster-carrying capacity against storm water, and 2.the research and action of
land use planning under the storm water management objectives. In the existing research, the
mechanism between land use and storm water disaster, and the mechanism of land use planning
to improve the disaster-carrying capacity need to be further studied. An assessment system for
the disaster-carrying capacity of land use, the spatial optimization mode and the key elements
system of land use are urgent to build. Based on the existing research and its problems, this
paper proposes the research trends and future research topics of urban land use planning to
improve the disaster-carrying capacity of storm water, including the assessment of storm water
disaster-carrying capacity, the dynamic sharing mechanism of land use and the land use planning
framework that emphasizes assessment and feedback. |
