| 我国村镇地区灾害频发，防灾减
灾规划不足导致受灾严重，而国内针对村镇
综合防灾减灾规划的理论基础研究相对有
限。本文在借鉴国际经验基础上，从防灾规
划前期村镇灾害分析与评估、村镇综合防灾
规划、村镇综合防灾规划评价三个层面建立
整体的村镇综合防灾减灾规划体系。并以木
鱼镇镇域为例，进行了综合防灾减灾规划尝
试，通过镇域基础条件分析、灾害概括与特
征分析、现状综合防灾能力评估、镇域灾害
风险评估、镇域防灾规划编制和镇域综合防
灾规划评价予以说明佐证。 |

| Research on Comprehensive Disaster Prevention and Reduction Planning Methods of Villages andTowns in China—Taking Shennongjia Forestry District Muyu Town as an Example |

| Abstract: |
| Natural disasters occur frequently in villages and towns in China. Many areas
have been badly affected by the lack of planning for disaster prevention and mitigation.
However, the basic research on the planning of disaster prevention and disaster reduction
in villages and towns is insufficient. On the basis of international experience, this paper
attempts to set up a comprehensive disaster prevention and reduction planning system in
villages and towns from three levels: the analysis and assessment of villages and towns in
pre-disaster planning, comprehensive disaster prevention planning in villages and towns,
and the evaluation of the comprehensive disaster prevention planning in the villages and
towns. Taking the Muyu Town as an example, the disaster prevention and disaster reduction
plan is carried out. It mainly illustrates the evidence by analysis of urban basic conditions,
disaster summary and feature analysis, the comprehensive disaster prevention capability
assessment, the villages and towns disaster risk assessment, disaster prevention plan and
the comprehensive disaster prevention planning evaluation. |
