| 摘要: |
| 论文以住建部出台的《城市设计管
理办法》为背景，回顾了控制性详细规划和
城市设计的发展历程和各自的思维特征。通
过分析比较两者的异同，认为控制性详细规
划和城市设计成果最终可以“殊途同归”的
本质是其同质性。针对当前中国城市建设存
在的问题，从提高塑造城市空间的“设计含
量”的观点出发，认为城市设计应该取代控
制性详细规划成为法定规划内容。 |

| Abstract: |
| The article reviews development history and perspectives of thought of regulatory
planning and urban design in the background of Measures for the Administration of Urban
Design issued by the Ministry of Housing and Urban-rural Development. By comparing
their similarities and differences, the article proposes that the fi nal deliverables of regulatory
planning and urban design head towards the same direction. By analyzing current issues
of Chinese urban development, the article puts forward that from the urban spatial design
improvement perspective, urban design deliverables should replace those of regulatory
planning as statutory planning regulations. |
