| 2008年我国施行的《城乡规划法》
首次将“乡规划”纳入城乡规划的五级规划
体系，凸显了我国城乡统筹发展战略的新时
期特征。为有效指导以“三农”问题为核心
的乡村地域的发展，凸显新时期乡规划的重
要性，应对长期处于低位的乡规划编制所面
临的新挑战，本文立足于重庆市乡村地域的
建设和发展现况，以重庆市南川区福寿乡规
划编制为例，探讨“农业产业化”导向下乡规
划的编制规范，构建“双层级”规划编制框
架与农村产业结构调整、新村聚居点建设布
局、乡集镇建设控制规划“三位一体”的规划
编制内容，为探索城乡统筹理念下的乡规划
编制提供参考范例。 |

| The Urban-Rural Planning Law implemented in 2008 integrated township planning
into the urban-rural five-level planning system for the first time, it shows that urban -rural
overall development in China enters a new development period. In order to effectively guide the
development of rural areas, make the importance of township planning prominent, and address
the new challenges faced by township planning, this paper, based on the current situation of rural
areas, takes Fushou township planning as an example to explore the regulations of agricultural
industrialization oriented township planning, build the double-level and three-in-one planning
system. It’s expected it will provide references for the town planning. |
